Introduction As HR in Bournemouth Borough Council we have valued the interaction and relationships we have had with you. There have been challenges along the way, such as Academy conversions, complex HR cases, Industrial Action and we have started to re-evaluate our service to tailor it to your needs. Not everyone chooses to purchase their HR support and Payroll Services from us and we recognise you have the right to choose. We would like to talk to you about the packages we offer and introduce you to Mouchel HR.

HR Support - Mouchel Bournemouth Borough Council and Mouchel entered into a partnership in December 2010 for 10 years. Aims of the partnership “We are seeking a partner who will work with us on our transformational journey – developing skills and capacity, delivering efficiencies, whilst ensuring that our staff are valued, provided with opportunities, and deliver excellent services to the communities we serve” Bournemouth Borough Council You are part of that community! Relationship with Schools We want to “do with you” not to you. We want to work with you, to support you to be effective and compliant, and coach you where appropriate. The range of packages in the current SLA, which has been sent out, was built on customer feedback. Service Level Agreements have been distributed to schools for agreement, to commence 1 April 2012. Because we know that our customers needs change we will be reviewing our service provision over the next few months to develop and improve our offering. We look forward to sharing this with you in greater detail from June, we need and value your input and feedback as this will ensure that our Service is not only current and relevant but is also what you, our customers, want and represents value for money.

Ensure accurate payroll records and salary payments for all employees throughout their employment with your school. Completion of all statutory returns and statistics including all end of year returns required by HM Revenue and Customs for all employees within the set deadlines Provide advice on your employees contractual and statutory payments and on day to day matters. Support and advise on academy conversions on all HMRC issues relating to independent employer status Payroll

Pensions The service meets all statutory responsibilities arising from the interpretation and implementation of all regulations and statutory instruments relating to both the LGPS and Teachers Pension schemes. Ensures completion of all necessary membership paperwork for the appropriate scheme We provide advice to Head Teachers and Governors on all matters relating to the both schemes, including the financial implications of early retirements, redundancies etc. We advise and assist with academy conversions on all matters relating to the LGPS Scheme including provision of data to the actuaries. We can also offer guidance on the academies responsibilities relating to both schemes

HR Administration, Recruitment, Advertisingand Staff Care We provide HR administrative support throughout the complete employee lifecycle from start to end. We provide full recruitment support for Head Teacher vacancies from advertising the vacancies through to contracts Providing advice and support on legislation to assist schools with compliance. Providing advice to Schools on the Teacher’s Pay and Conditions document

System Management Team We provide helpdesk support for EmployeeFirst We provide management information including employee verification lists and sickness reports

Package 2 CRB and Safeguarding We carry out all Criminal Records checks, maintain CRB Records management and provide safeguarding support We provide support and training on changes to CRB and safeguarding legislation

Package 3 HR Business Partnering We have listened to customer feedback and developed this area further to enable you to select an option that best suits your needs. –Package A – Advice and Guidance; individual cases –Package B – Strategic Advice and Guidance

Local Support But A Wider Network The key contacts haven’t changed. We look forward to continuing to work with many of you and the next few slides provide an overview of the type of support we have given. We are a “Huddle Member” and meet with SW Councils regularly to share best practice across LA. We are involved with LSCB Safeguarding to ensure we are up to date on safeguarding legislation We support other external commercial organisations and can bring this commercial experience with us in supporting you.

Package 4 We provide schools access to counselling services which they can purchase on an annual basis. This allows unlimited referrals and allows staff referred up to a maximum of 6 sessions of counselling Staff access counselling direct without the school needing to know this has happened and thus maintain confidentiality Offering such a service to can improve wellbeing and attendance and act as a preventative measure for long-term sickness absence.
