EU transport policy provides the challenge to increase the productivity of existing rail networks, prioritise renewal and optimise new sections to reduce bottlenecks, increase productivity and achieve a switch from freight transport by road to rail.

Consideration will be given to how changes in use (increased speed and or loading),climate change etc. might affect the performance of infrastructure and cause increased incidence of existing or new or heretofore unseen problems.
