2 Our working staff is more than 12,7 thousand of people. They provides social services in 582 employment centers throughout the country. State Employment Service was founded in 1990. It provides free services based on social insurance being active mediator on the labor market. Yearly nearby 2 million of jobseekers and about 200 thousand of employers use our services.

3 Соціальні партнери Управління соціальних служб для сім’ї, дітей та молоді Our social partners are: Office of social service for family, children and youth Youth employment center Office of children affairs Department of education and science Territorial state labour inspectorate The criminal guard for children affairs We cooperate actively with our social partners regarding youth employment by concluding agreements, making joint action plans, their representatives involved to seminars, job fairs and other events organized by the State employment service.

4 Mechanisms of additional guaranties for providing youth employment During 2014 Year more than 7 thousand of alumnus who are registered as unemployed, find their first-time job place. Enterprises (with employees staff more than 20 persons) set quota of 5 percentage for the employment of certain categories of citizens, particularly young people for their first-time job place. Specific problem areas of employment are considering by interdepartmental commission regarding job security minors, orphans and children deprived of parental care. The also involve representatives of social dialogue.

5 Areas of State employment service activities promoting youth employment: Employment on existing vacancies; Youth employment for first-time job place, including compensation costs to the employer; youth training on enterprises for receiving them practical skills; Vocational training, especially in Vocational education centers of State employment service (job fairs, vocation fairs, etc.); Professional orientation according to personal qualities and labour market needs; Promotion of entrepreneurship by one-time unemployment benefit paying and basics business dealing learning; Information and advisory services for people and employers; Organization of paid public works for temporary employment supporting. 41% of the registered unemployed persons at State employment service in 2015 are young people under the age of 35 years (626 thousand of people)

9 Employer who connect young people to a job for two years, by the direction of State employment service, receive reimbursed actual expenses in the amount of single fee for obligatory state social insurance during next year. Employers encourage for young people job creation During 2015 Year with the assignment of compensation to employers where employed 301 young people under 35 years. Cooperation with employers towards compensation for a single fee for the employment of unemployed person is an additional impetus for the new jobs creation and way of accelerating employment uncompetitive groups.

10 The Employment Service provides start-up capital for unemployed youth who wish to take up their own business, making one-time payment of unemployment benefits. Attracting young people to entrepreneurship Previously we give assistance on business starting. Then we give a possibility to obtain the profession that will form the basis of their own business, and carried out learning the basics of business. Now we implement pilot project of consulting centers creation for start-ups (former unemployed) professional supporting.

11 Attracting young people to entrepreneurship Young people organize their own business in such economic activities, as: agricultural production and processing industry; trade; automobiles repair, household goods and individual supplies; transport and communication; real estate transactions and business activities; municipal and individual services.

12 New tools for IDPs Training vouchers delivery for competitiveness maintain on the labor market Compensation costs to the employers for remuneration of labour within six months after IDPs employment Compensation for unemployed persons among IDPs transportation costs to the place of employment and expenditures for the previous passing medical and drug inspection (if this is necessary for employment) Compensation costs to the employers for IDPs retraining.

13 Next steps Implementation of pilot project on creation of information and consulting centers of State employment service in 5 regions. We plan to implement pilot project under terms of public-private partnership that will establish a mechanism of qualification and contribute employers by qualified workforce. This is important in terms of internal labor migration, demobilization of military persons. development of common platform with national universities directed on graduates employment
