6. 6 Legal Requirements - 4  Custom clearance in port of entry RPC Scheme: Certified products can pass through custom directly without any further inspection. TABI Scheme: Importers are required to file an application for inspection with the BSMI each time before these products arrive the port of entry.

9. 9 Legal Requirements - 7 Labeling labeling on products  Requirements of Commodity Act: name of commodity, name of obligatory inspection applicant, address and commodity inspection marks  Requirements of CNS: including the commodity name and no. of layers, wood category and scrap method, dimension, grade of formaldehyde emission level and adhesives used, anti-pest treatment methods, contact information (name of producer or importer, address or brand name) and date of manufacture or batch no.

12. 12 Conformity Assessment Procedures -2  RPC Scheme Module II + IV, V or VII Module II-Type Test Module  The applicant must have their products type-tested by the BSMI or designated testing laboratories recognized by the BSMI.

13. 13 Conformity Assessment Procedures -3  RPC Scheme Module II + IV, V or VII Module IV, V-Full Quality Management System Module, Production Quality Management Module  The production premise is required to establish a quality management system, and to obtain a registration certificate from the BSMI or certification bodies recognized by the BSMI, in accordance with the CNS 12680 (ISO 9000) series of standards.

14. 14 Conformity Assessment Procedures - 4  RPC Scheme Module II + IV, V or VII Module VII-Factory Inspection Module  The production premise is required to establish a quality management system that complies with the requirements stipulated by the BSMI, and to obtain a factory inspection report issued by the BSMI, or organizations recognized by the BSMI.

25. 25 Conformity Assessment Procedures - 14 TABI Scheme Issued Certificate: Type Approval Certificate Custom clearance:  Importers are required to file an application for inspection with the BSMI each time before these products arrive the port of entry.  First application for importer must take sample for testing  A random-sampling batch inspection with 5 % probability (not sampled for document review only)

27. 27 Conformity Assessment Procedures - 16  TABI Scheme Relevant fees Type test fee (the same as RPC Scheme) Governing Fees for TABI  Examination for Application fee: NT$ 3,500 for each main type and NT$ 2,000 for each type in a series;  Certificate fee: NT$ 500 for each certificate The fees for application of TABI inspection as entry in the port will be collected with rate of 0.25% based on the CIF prices.

28. 28 Market Surveillance  BSMI will setup annual market surveillance plan for plywood. The plywood samples will be taken from market for testing.  The test results fail to meet the requirements the certificates shall be abolished.

29. 29 Penal Provision  violated the Article 59 of the Act for labeling requirements: fine not less NTD 100,000, but not more than NTD 1,000,000  violated the Article 60 of the Act for importing commodity that not conform to the legal requirements: fine not less NTD 250,000, but not more than NTD 2,500,000
