Strategy: Developing the Enterprise Architecture of one of the 267 participant in order to create a central repository and define four states: as-is, should-be, must-be and will-be. 16

Programme decisions The construction of the Central Repository as common source and language for all the participants. The enterprise architecture must align Business Services (with direct impact to citizens), Supported Business processes, applications and infrastructure. ArchiMate is the standard language All participants must use a native tool for ArchiMate (BiZZdesign Architect) TOGAF is the EA Framework recommended Create, update and continuously improve are tasks mandatory for all participants Established and enforced by the law of ICT 17
