Three pillars of cross-border biomethane administration 1. Sustainability verification (covering production) prior to grid injection and cross-border transfer of sustainability claim 2. Recognition of the European natural gas network for single logistical facility with regard to biomethane injected into the grid. 3. Cross-border transfer of sustainability claims The sustainability verification for biomethane injected into the European natural gas network for export purposes should consist of two steps : 1) the first part of the chain of custody – from raw material supplies through production/upgrading till grid injection – will be covered by one of the established sustainability verification procedures, exactly like in case of liquid biofuels, 2) the second part of chain of custody – from the moment of grid injection till the withdrawal by the end-user – will be covered by the new voluntary scheme applying the mass balancing methodology

EBCS will not act on domestic biomethane markets, issue Guarantees of Origin, be involved in certification of sustainability of biomethane production, issue Certificates of Sustainability, be a trading platform of GoO’s. Nürnberg, 15 th February, 2016

EBCS will be the Europe-wide recognised organisation for administering and mass balancing volumes of biomethane virtually distributed along the European natural gas network, rely on the national biomethane registries as primary source of documentation, follow jointly agreed procedures for issuing and cancelling Guarantees of Origin for consignments with export destinations, provide for cross-border transfer of sustainability claims (GHG emission characteristics) attached to the consignments Nürnberg, 15 th February, 2016

From the comments received Nürnberg, 15 th February, 2016 … very willing to support any initiate to start a harmonized European market on biomethane (DE) … ready to support the objective of the initiative to enable cross-border trade of biomethane (FI, NL) … ready and willing to collaborate actively on establishment of such a scheme (DK, NL) …interested in active participation in the establishment and operation of the scheme (CH)

From the comments received Nürnberg, 15 th February, 2016 It must be ensured that the scheme is based upon and developed in close collaboration with existing national registries. (AT, DE, DK, NL) Sustainability certification should be voluntary - not mandatory as proposed (AT, DE, DK) The scheme should facilitate international trade for all end uses of biomethane (DK) We remain prepared to cover our own costs (human resources, travel and administrative expenses, etc.) (CH, NL) The level of commitment depends on the structure and direction EBA and other affiliated partners are choosing (DE)

Suggested administrative solution As the potential solution the BIOSURF project suggests an Annex to COM 2010/C 160/01 which would address the following biomethane related issues : 1. recognition of the European natural gas network as a closed logistical facility with regard to mass balancing of biomethane injected for export, 2. definition of European natural gas network (with respect to mass balancing), 3. sustainability verification for biomethane to be completed through mass-balancing in the European natural gas network Nürnberg, 15 th February, 2016

Introduction Value of biomethane: physical (in use) value + intrinsic („bio”) value Physical value: corresponds to prevailing market value of natural gas Intrinsic value: „green”, renewable, sustainable The intrinsic value can be quantified (GHG emission data) The intrinsic value must be realised on the market, in case of international trade it must be transferred cross-border Conditions for biomethane export/import: The „bio” quality must be certified in the producer country The „bio” qualification from the producer country must be acknowledged in the consumer country Berlin, 19 th January, 2016
