8 APMP-PTB Project Planning Workshop held in Taj Samudra Hotel, Colombo, Sri Lanka on the 28 th of June 2013. The member countries represented were: Japan, Malaysia, Sri Lanka, Australia, Pakistan, Philippines, Nepal, P. R. China, Vietnam and Indonesia. APMP-PTB Project Planning

9 Project Objective Project Objective: “The ability of the regional specialist networks for metrology in Asia to promote the metrological systems of developing economies has improved.” Proposed budget: 2 Mio. EUR Proposed term: January 2014 to December 2017

10 Workshop’s Discussion Highlights 1.Needs Analysis. Solid basis for the project. 2.Role of PTB. Outsider that helps APMP. However, APMP needs to improve its ownership of the project. 3.Role of Developed NMI. Developed NMIs should take part in developing emerging NMIs. 4.Levels of Cooperation. One level of cooperation is between NMIs and the other level is between networks, e.g. APMP and APLMF. 5.Use of Techniques. New GUM (Guide for the Expression of Uncertainty of Measurements). 6.Certifying CRM Reference Materials. Develop a guide on how to certify our reference materials. 7.Importance of Legal Metrology. With increasing economic integration in the region, particularly the ASEAN 2015, regulations need to be harmonized; hence, legal metrology will play a very important role. 8.Cooperation at the Global Level. We could explore cooperation also at the global level, e.g. with OIML and BIPM. 9.Expanding APLMF Membership. APLMF is mirroring the APEC membership. However, APLMF is generally open to non-members. PTB could also include non-APLMF economies in the project.

11 Results Statements and Suggested Activities Result StatementsSuggested Activities Result 1Tools, programmes and processes were developed and implemented within APMP and APMLF to address the needs of developing NMIs and LMAs Guide/toolkits for promotion of metrology to government Training / workshop on how to “sell” metrology Survey / evaluation on the impact of metrology on QI Result 2The active participation in the regional networks and their technical activities increases the fulfilment of criteria for international recognition, the harmonization of the relevant legal framework and application of international best practices of the developing NMIs and LMAs. Coaching by developed NMIs Facilitate peer review to nearby economies Formation of communication channels (mailing lists / web forums) Result 3The cooperation amongst the members of APMP and APMLF has increased, including the cooperation with more advanced metrology bodies from transition countries and developed economies. Support the exchange of experts (e.g. for trial-peer reviews). Create internship programs. Develop harmonized technical procedures. Result 4The cooperation between APMP and APMLF as well as the exchange with other networks have increased. Development of an action plan for collaboration activities between APMP and APLMF. (Strategies to support DEs) Inter-regional workshops on selected topics (e.g. support of developing NMIs) and exchange of experts. APMP – APLMF School of Metrology

12 Recommendations for Project Implementation 1.Combination of learning levels 2.Coordinate regional level with bilateral level 3.Support advanced NMIs in the cooperation with others 4.Develop sustainable services of the regional metrological organisations 5.Implement a more formal steering structure 6.Include activities to support organisational and structural changes on national level: 7.Promote the cooperation between the members

13 Conclusions from APLMF Meetings Formal agreement to participate in APMP-APLMF- PTB Project Formalize APMP-APLMF-PTB Steering Committee (after APMP meetings November 2013). Proposal: 3 representatives from each organization Establish a working groups in APLMF for the project Conduct thorough needs assessment and establish baseline for monitoring system (to be decided in steering group) Kick-off/ Planning workshop first half 2014 (proposed APMP Mid Year Meetings May 2014)
