What’s new Nutrition Labelling
3
What’s new Mandatory for prepacked foods Transitional periods Milestones Exemptions Article 30 Annex V Article 16 New specifications Order of nutrients Mandatory vs. optional particulars Front Of Pack labelling Other forms of expression Tolerances
4
Transition periods - milestones Up to 13.12.2014 From 14.12.2014 to 13.12.2016 From 14.12.2016
5
Up to 13.12.2014 Mandatory Foods bearing nutrition / health claim Fortified foods Optional Rest of foods Compliance with Dir 90/496 or Reg 1169/2011
6
From 14.12.2014 to 13.12.2016 Mandatory Foods bearing nutrition / health claim Fortified foods Optional Rest of foods Compliance with Reg 1169/2011
7
From 14.12.2016 Mandatory All prepacked foods Optional Exemptions (annex V and article 16) Compliance with Reg 1169/2011
8
Annex V – Specific Food commodities – Small packages Article 16 – Omission of certain mandatory particulars Exemptions from mandatory nutrition labelling
9
Nutrition declaration – field of application Rules not applicable for (article 29) Food supplements Natural mineral waters
10
Regulation 1169/2011 - Annex V Unprocessed single ingredient foods Processed matured single ingredient foods Foods of negligible or very small nutritional value (water, spices & herbs, salt, coffee & tea, herbal infusions, vinegar, chewing gum, etc. Additives, flavourings, processing aids, enzymes Yeast Handcrafted and/or food sold locally in small quantities Foods where largest surface is <25cm 2 Optional nutrition labelling unless fortified or bearing claims
11
Regulation 1169/2011 – Article 16 Beverages containing more than 1,2 % Alcohol by Volume – Not mandatory – Maybe limited to energy only – No specific format is required Foods where largest surface is <10cm 2 – Not mandatory Optional nutrition labelling unless fortified or bearing claims
12
What about not prepacked (loose) foods? Optional unless fortified or bearing nutrition / health claims Nutrition declaration may be limited only to: (a) the energy value; or (b) the energy value together with the amounts of fat, saturates, sugars, and salt.
13
Quiz For which of the following nutrition labelling should be mandatory? Honey Flour Salt Iodized salt Parboiled rice
14
Mandatory particulars Nutrition Labelling
15
Chapter IV – Section 3 – Nutrition declaration – Articles 29-35 Annexes – Annex I – specific definitions – Annex V – exemptions from nutrition labelling – Annex XIII – reference intakes – Annex XIV – conversion factors – Annex XV – presentation of nutrition declaration But also – Article 43 – reference intakes for specific groups – Articles 49 & 50 – amendments to Reg 1924/2006 and Reg 1925/2006 – Article 54 – Transitional periods Rules for nutrition labelling - References to Regulation
16
MANDATORY VS. OPTIONAL LABELLING
17
Mandatory labelling per 100g/ml The “big” 7 – Energy – Fat – Saturates – Carbohydrates – Sugars – Protein – Salt Per 100g/ml EnergykJ/kcal Fatg of which saturatesg Carbohydratesg of which sugarsg Proteinsg Saltg
18
Format & presentation - Basic rules (1) Nutrients must be set out in the order shown in the table In tabular format – Lack of space linear format is also acceptable Energy in both kJ AND kcal Other nutrients in grams Info per 100g or 100ml of food “as sold” – Optionally a “per portion” column could be added – in this case number of portions should be also indicated in close proximity to the table – Maybe given per 100g or 100ml “as prepared” provided that detailed preparation instructions are given Salt instead of Sodium (salt = sodium x 2.5)
19
Format & presentation - Basic rules (2) Optional, in close proximity to the table where applicable – salt content is exclusively due to the presence of naturally occurring sodium – where the energy value or the amount of nutrient(s) is negligible, the information may be replaced by a statement such as ‘Contains negligible amounts of … ’
20
Optional declaration of other nutrients Red: Optional Vitamins & minerals – In close proximity to the table – If present in significant amounts ONLY It is a “closed” list – No other nutrients can be added (e.g omega-3 fatty acids) – In case of nutrition / health claims other nutrients (e.g omega-3) should be declared close to but not in the table Per 100g/ml EnergykJ/kcal Fatg of which saturatesg monounsaturatesg polyunsaturatesg Carbohydratesg of which sugarsg polyolsg starchg Fibreg Proteing Saltg Vitamins & mineralsUnits as per Annex XIII AND RIs
21
What “significant amount” means CaseSignificant amount Beverages7,5% of NRV* per 100ml Other foods than beverages (solid or liquid) 15% of NRV* per 100g or 100ml All single-portion foods (solid, liquid AND beverages) 15% of NRV* per portion Term applicable for vitamins & minerals Nutrient Reference Values for adults as presented at Annex XIII – part A *NRV = Daily Nutrient Reference Value Orange juice beverage Olive oil liquid food
22
Orange juice Vit C Content 1 lt6mg per 100ml (7,5% RI) 150 ml9mg per 150ml (11% RI) Package of I lt (about 6 portions) Package of 150ml ( 1 portion) Nutrition table for 1lt pack Per 100ml EnergyX kJ / Y kcal …………… Vitamin C6mg (7,5% RI) Nutrition table for 150ml pack Per 100mlPer portion (150ml)* EnergyX kJ / Y kcalX KJ / Y kcal …………….. Vitamin C6mg (7,5% RI)9mg (11% RI) *contains one portion of 150ml

NRVs for vitamins and minerals – Annex XIII Part A
24
Presentation of nutrients - example NUTRITION DECLARATION per 100g Energyx kJ/z kcal Fatx g of which saturatesx g Carbohydratex g of which sugarsx g Proteinx g Saltx g Vitamin Cx mg ( z% RI)* Omega 3 Fatty Acids: 0,5 alpha linolenic acid per 100g and 100kcal
25
Reference Intakes can be given for – Nutrients and Vitamins (mandatory) – Big 7 (voluntary) – Or for both of them Cannot be given for other nutrients (e.g Fibre, omega-3, polyunsaturates, etc.) Different expressions for RI according to each case Reference Intake - Mandatory vs voluntary expressions and presentation
26
Case 1 – no vitamins and minerals Red: Optional Per 100g/mlPer portion (x g/ml)** EnergykJ/kcal (x% RI*) Fatg (x% RI*) of which saturatesg (x% RI*) monounsaturatesgg polyunsaturatesgg Carbohydratesg (x% RI*) of which sugarsg (x% RI*) polyolsgg starchgg Fibregg Proteing (x% RI*) Saltg (x% RI*) * RI = Reference Intake of an average adult (8400 kJ / 2000 kcal) ** contains x portions of z grams/ml each
27
Case 2 – RIs only for vitamins & minerals Red: Optional Options for RI – Reference Intake of an average adult (8400 kJ/2000kcal) – Reference Intake of an average adult – Daily Reference Intake (Nutrient Reference Value) Per 100g/mlPer portion (x g/ml)** EnergykJ/kcal Fatgg of which saturatesgg monounsaturatesgg polyunsaturatesgg Carbohydratesgg of which sugarsgg polyolsgg starchgg Fibregg Proteingg Saltgg Vitamin Cmg (%RI*)mg (%RI) * RI = …. 3 options ** contains x portions of z grams/ml each
28
Case 3 – RIs for both big 7 and vitamins / minerals Red: Optional Per 100g/mlPer portion (x g/ml)** EnergykJ/kcal (x% RI*) Fatg (x% RI*) of which saturatesg (x% RI*) monounsaturatesgg polyunsaturatesgg Carbohydratesg (x% RI*) of which sugarsg (x% RI*) polyolsgg starchgg Fibregg Proteing (x% RI*) Saltg (x% RI*) Vitamin Cmg (x% RI*) * RI = Reference Intake of an average adult (8400 kJ / 2000 kcal) ** contains x portions of z grams/ml each
29
In any case RI = Reference Intake of an average adult (8400 kJ / 2000 kcal) Recommendation

FRONT OF PACK (FOP) NUTRITION LABELLING
32
FoP labelling on a voluntary basis where the mandatory nutrition information is declared Only in the principal field of vision (front size of the pack), NOT anywhere else It is a repetition of information Not harmonized format for presentation but – Specific nutrients should be presented Rules
33
Option A Energy (kJ/kcal) Option B Energy (kJ/kcal)Fat (g)Saturates (g)Sugars (g)Salt (g) Rules for FoP labelling Nutrients Per 100g/ml or Per portion or Per 100g/ml and per portion ENERGY always must be indicated at least per 100g/ml %RI may also be indicated
34
Example FoP labelling
