2 The coordination of rural development is guided by several principles, including; The Namibia Constitution The Decentralization Policy; The Decentralization Enabling Act of 2000; The National Rural Development Policy; As well as other Sectoral Policies Section 3(2)(iii) of the Decentralization Enabling Act: … the Line Ministry shall provide guidelines and standards, train staff and carry out monitoring and evaluation…

3 Rural Development Programme – to improve the living condition of rural dwellers Micro- Finance Rural Development Centers Food/Cash For Work Programme One Region One Initiative Rural Employment Scheme Rural Sanitation Regional Specific Action Plan

4 Target groups Rural people in need including aged 18 and above, this include youths and women Previous/disadvantaged groups including San and other marginalized groups People with viable project proposals with potential to provide food security, hygiene and sanitation, employment and or alleviate poverty People living with disabilities Community Based Organizations Existing MSMEs with proven potential to expand and grow

5 Identification and approvals 1. MRLGHRD set guidelines 2. RCs advertise 3. RCs appraise projects proposals 4. RCs approve projects for supports Funding 1. MRLGHRD ensure budget provision to RCs 2. RCs fund viable projects Implementation 1. MRGHRD coordinate with RCs 2. RCs facilitate the implementation of projects 3. MRLGHRD & RCs conduct regular monitoring and evaluation

6 Microfinance – income generation and job creation 1. Viable business (new and or existing MSME business) 2. Memorandum of Understanding 3. Appropriate funding: N$50 000 (N$45 000 materials/equipment + N$5 000 start up capital) 4. Business plan formulation 5. Registration with MTI 6. Opening of bank account 7. Regular monitoring and evaluation

7 Rural Development Centers – provision of goods and services 1. Research, Design and develop affordable appropriate technology 2. Promote the use of appropriate technology in rural areas through outreach programme 3. Conduct rural communities’ needs 4. Develop responsive rural development programme 5. Provide affordable hospitality services

8 One Region One Initiative – improve rural people’s livelihood through innovation (value-addition) and employment creation 1. Concept paper 2. Networking and information sharing 3. Coordination of activities 4. Establishment of outreach system (OROI committee) 5. Identification of viable groups based on use of local resources 6. Establish business support system 7. Monitoring and evaluation

9 Rural Employment Scheme – to revitalize rural livelihood through supporting the use of natural resources 1. Mobilize and organise rural community groups 2. Assessment of community needs 3. Target natural resource-based projects 4. Provision of support (equipment/technical/finance) 5. Monitoring and evaluation

10 Rural Sanitation to improve the provision of sanitation services and contribute towards improved health and quality of life 1. Public education 2. Identification of needy beneficiaries 3. Identification of cost effective building materials through procurement processes 4. Types of facilities: wet or dry ventilated pit latrine (VIP) toilets 4. Provision of VIP toilets 5. Monitoring and evaluation

11 Food/Cash For Work Programme – to provide employment and development 1. Able bodied unemployed rural residence 2. Monthly compensation: 2.1 FFWP: 4x12.5kg maize meal, 4kg dried beans, 8x425kg tinned fish & 6x750ml cooking oil 2.2 CFWP: N$400.00 / worker, N$450.00 / group leader & N$500.00 / project leader 3. Provide inputs/materials and first aid toolkit 4. Provide tools 5. Keep daily records 6. Proof of payment 7. Regular monitoring and evaluation
