Schoolwide Schoolwide annual reviews completed and submitted to Chelsey Fortin-Trimble by all schools operating with schoolwide authority – approximately 94 schools in the State. –Review consisted of conducting a needs assessment. –Review and analysis of data to drive interventions, programming and local school supports. Technical Assistance sessions offered (3) within the state to assist district staff Schoolwide requirements under review in ESSA.

4. Program Improvement George Tucker School Improvement Specialist George will provide an update regarding school improvement and achievements to date.

5. Professional Development & Technical Assistance Maine DOE continues to provide technical assistance as needed on an ongoing daily basis to business managers, NCLB coordinators, Superintendents and Principals. Additional professional development has included: Parent Engagement round tables in Lewiston, Ellsworth, Houlton and Rockland. Schoolwide Review sessions

6. EVERY STUDENT SUCCESS ACT (ESSA) Improving basic programs operated by state and local educational agencies.

7. Every Student Success Act Signed into law on December 10, 2015 Overall: Preserves general structure of ESEA, funding formulae (with the exception of Title II, Impact Aid) Greatly increased State authority on standards, assessments and interventions. Preserves Maintenance of Effort; Eliminates HQT (AYP requirements - N/A to Maine)

8. ESSA & Title I Programs still authorized may use funds awarded prior to enactment under those terms, then transition to new requirements ESEA Waivers terminated August 1, 2016 New law effective for non-competitive formula grants (at Federal level) on July 1, 2016 State accountability systems effective until August 1, 2016 (but continue to support priority/focus schools and those in improvement) New State accountability systems (and related interventions) take effect in school year 2017-18

9. ESSA & Title I Maintains Title I, A Formula –Sets specific funding authorization levels through FY2020 –Maintains 1% cap on state administrative funds States must set aside 7% of Title I allocation every year to carry out interventions and technical assistance (Sect. 1003) Prioritize LEAs with high numbers of identified schools, those with greatest need for funds & strongest commitment to improvement

10. Direct Student Services Program NEW! States may set aside 3% of Title I allocation for Direct Student Services program –SEA cannot utilize more than 1% admin costs –Award subgrants to LEAs for targeted programs, 1 st to identified schools Use not more than 1% for outreach & parent communication, Use not more than 2% in admin costs –Remaining funds can be used to pay the cost associated with Academic & CTE coursework, credit recovery & academic acceleration courses leading to high school diploma, AP, tutoring, transportation for LEAs implementing school choice. The Committee of Practitioners will discuss this further at the meeting in May.

11. ESSA & Title I State Plans: Consultation with stakeholders & 30 days public comment Plan will be peer reviewed and approved within 120 days of submission to US DoE. SEA must provide assurance of adoption of challenging academic content standards & aligned academic achievement –Standards apply for all public schools and public school students in the state. –Aligned with entrance into credit-bearing coursework at IHEs and relevant CTE standards 95% participation remains State and local Report Cards issued annually

12. ESSA & Title I LEA Plans: Plan on file with LEA developed in consultation with stakeholders and addresses –Disparities in teacher distribution, meeting responsibilities related to school improvement, coordination & integration of preschool programs, efforts to reduce overuse of practices that remove students from room, coordination of academic & career & technical education content. Parent information: –Can request information regarding professional qualifications of classroom teachers, be provided with child’s academic achievement & notice if student assigned to teacher without applicable certification, provide policy information regarding participation in statewide assessments, ELL parents notified regarding identification and services.

ESSA & Title I Schoolwide/Targeted Assistance Preserves rank & distribution Must serve schools with 75% poverty –LEAs may lower this to 50% for high schools only –LEA discretion: designate as eligible school with <35% poverty Allows school <40% poverty to operate schoolwide program if school received waiver from the state –Develop a comprehensive plan based on needs assessment –SW schools may use funds to operate preschool program –SW secondary & TA schools use funds for duel or concurrent enrollment

ESSA & Title I Parent Engagement: Maintains 1% reservation 90% of the reservation distributed to schools Parents & family members involved in plans/improvement plans LEA conduct annual evaluation of parental and family engagement policies & remove barriers to participation Private Schools: Services provided by LEA, 3 rd party contractor, other GA Maintain & provide documentation meaningful consultation

ESSA & Title I Part C & Part D Title I, Part C – Migrant Education Technical changes, updated definitions & formula to allocate funds based on more current migratory child counts 90% hold harmless for 2017-19 & prioritizes children failing to meet state standards or who have dropped out of school Title I, Part D – Neglected / Delinquent SEA plans must focus on state-established outcomes, attainment of HS diploma, reentry LEA use funds for pay-for-success initiatives, subcontracts/grants
