ZeroWIN 3 rd general meeting Southampton, 5-8 July 2010

Introduction WP 4 Participants, Timeline WP 4 – Analysis of existing System Tools and Improvement of their applicability to industrial networks Participants: PE, BIOIS, GAIKER, REC, WAMECO, WRUT, LBP

Introduction WP 4 Task description Task 4.2: Interaction with ELCD/ILCD The methods, which will be applied for the case studies, see list under objectives of WP4, require close interaction with ELCD/ILCD. This will be ensured by taking ELCD data for all case studies. In case of missing data this task (in close cooperation with WP6 and 7) will be responsible to ensure proper implementation of external data or collection of new data and creation of datasets, which are compatible with ELCD format and ILCD philosophy. This task also supports the procedure to feed the ELCD/ILCD database with results from the assessments of WP7 (based on case studies WP6). It will proceeded in regard to the philosophy and requirements of ELCD/ILCD.

Introduction WP 4 Deliverables and interactions with other tasks D4.2: Interaction with ELCD/ILCD - Month 24 and 60 The analysis of existing tools will also be regarding to applicability on the case studies (WP6). Gained data and results from WP6 (case study outline) and WP7 (assessment of case studies) will be provided to the ELCD/ILCD network adequately in regard of the ELCD/ILCD philosophy (http://lca.jrc.ec.europa.eu/EPLCA/deliverables.htm)http://lca.jrc.ec.europa.eu/EPLCA/deliverables.htm Thus WP 4 is interlinked with WP3, considers the requirements as identified from the case studies in WP6 and provides the necessary tools for the assessment in WP7.

ELCD - ILCD Definitions ILCD International Reference Life Cycle Data System Goal Promote and guide Life Cycle Thinking Avoid ‘burden shifting’ Support and guide stakeholder for practice Objective International Reference Life Cycle Data System (ILCD) Handbook See http://lct.jrc.ec.europa.eu/index_jrchttp://lct.jrc.ec.europa.eu/index_jrc ELCD European Life Cycle Database Goal Provide as many as possible LCA/LCI data (good quality, applicable, comparable) Objective Provide database See http://lct.jrc.ec.europa.eu/assessmenthttp://lct.jrc.ec.europa.eu/assessment

ILCD Handbook Objectives The ILCD Handbook is a series of technical documents that provide detailed guidance on all the steps required to conduct a Life Cycle Assessment (LCA) In the Communication on Integrated Product Policy (IPP), the European Commission committed to produce a handbook on best practice in LCA The Sustainable Consumption and Production Action Plan confirmed that “(…) consistent and reliable data and methods are required to assess the overall environmental performance of products (…)” The Handbook’s main goal is to ensure quality and consistency of life cycle data, methods and assessments It’s main target audience is LCA practitioners, data providers, and reviewers

Relationships of ILCD Handbook Handbook, applications, stakeholder

The structure of the ILCD Handbook Guidance and practice for ISO standards

ILCD Timeline Consultation process from 22 May to 22 June 2008 Public consultation is accomplished at the end of August 2009 Comments and input received during the public consultation and accompanying consultation workshop was considered for finalising the guidance document, released beginning 2010 The finalised guidance document should be revised by end of 2012, or earlier in case of relevant external political or scientific developments in the field of life cycle assessment

ELCD Challenges, goals and requirements of LCA data and databases Format C Format A Format D Format B European Life Cycle Database Format ELCD Main goal of ELCD: make available for political and industrial practice as many as possible LCA/LCI data (good quality data) Requirements: Same data format Same modelling principles Comparable quality Diff. tech. data Diff. data format Diff. modelling principles

Data and Database Criteria Typical situation about industry data Unit processes Confidential = typically good quality Public = typically bad or less quality or old technology Aggregated datasets Quality? Transparency Applicability Solutions Documentation Review See ILCD handbook

Summary ILCD in a nutshell LCA is a structured, internationally standardised method and management tool for quantifying the emissions, resources consumed, and environmental and health impacts that are associated with goods and services (“products”) Harmonisation of approaches and quality assurance of data and results have been identified as important topics for further enhancing the use of LCA The ISO 14040 series is a very important step of harmonising LCA, but the recommendations are still very broad International Reference Life Cycle Data System (ILCD) aims at providing a more differentiated guidance for consistent and quality-assured LCI data and LCA studies as basis for further LCA applications ILCD consists of the ILCD Handbook and the ILCD Data Network: Handbook is a series of technical guidance documents inline with the ISO 14040 series and developed through peer review and public consultation. De-centralised, web-based Data Network will provide consistent and quality- assured life cycle inventory (LCI) data sets that are compliant with the requirements of the ILCD Handbook; it will be open for all data providers to join

Task 4.2 ILCD Summary of general guidance document for LCA

Task 4.2 ILCD requirements What should be considered ? Main aspects to be considered: Goal definition Functional unit System boundaries Cut-off rules Relevance check – which steps/measures brought which optimization Sensitivity analyzes

Task 4.2 ILCD requirements What should be considered ? Goal definition Intended application Intended audience Application of results, e.g. for comparative reasons Functional unit According to ISO14044/ILCD functional unit is a quantified performance of a product system for use as a reference unit. It should be representative to the goal of the study and should allow the comparison of similar systems, processes or products.

System boundaries Definition of the system under investigation Task 4.2 ILCD requirements What should be considered ?

Cut-off rules Inclusion of Cut-off of any input <1% according to mass and energy Cut-off of any input if its ecological impact relevance is less than 1% (based on expert judgment) Relevance check – which steps/measures brought which optimization Sensitivity analyzes (estimations check)

Task 4.2 Next steps and interactions with other tasks WP 3 WP6 (case study outline) – consideration of the requirements as identified from the case studies WP7 (assessment of case studies) - provides the necessary support / tools for the assessment
