2 2 OVERVIEW  CBSA’s 5 Strategic Priorities via Budget 2006  E-Manifest/Compatible Risk Targeting and Inspection Regimes  PNR Push  NEXUS Air Expansion  C-TPAT/Partners in Protection  Business Resumption Planning  Land Preclearance

3 3 E-Manifest/Compatible Risk Targeting and Inspection Regimes  Budget 2006 provided funding towards this initiative.  This initiative will allow transporters, importers and agents to transmit to the CBSA real-time advance data about highway and rail cargo shipments in order to identify high-risk shipments prior to their arrival at the land border.  This initiative builds on the Advance Commercial Information (ACI) risk-management strategy employed in the air and marine modes  Canada will work with the United States to harmonize security regulations for all cargo in all modes in order to facilitate trade and enhance security.

4 4 C-TPAT/Partners in Protection  Budget 2006 provided funding to assist the CBSA in exploring greater links with the (US) C-TPAT program to support joint efforts for a more secure supply chain and to remove obstacles to cross-border trade.  While seeking compatibility with C-TPAT, CBSA will also be working to implement the WCO Framework of Standards in a manner that facilitates trade.

5 5 C-TPAT/Partners in Protection (Continued)  Specific activities to achieve these goals will include:  Undertake a consultative process with US C-TPAT and supply chain participants to strengthen PIP policies and procedures  Implement minimum security requirements  Increase the capacity to conduct on-site reviews  Undertake joint site visits with C-TPAT officers  Work towards US-Canada mutual recognition of the C-TPAT and PIP programs  Maximize benefits to PIP members by ensuring that program changes are also in line with the WCO Approved Economic Operator concept.

6 6 Business Resumption Planning  Budget 2006 provided funding to assist in developing joint (Canada-US) protocols to respond to a change in alert levels or to react to a major disaster.  Coordination of emergency processes between the CBSA and the CBP are key to ensuring that appropriate measures are taken to maintain high levels of security and continue the movement of legitimate travelers and traders.

7 7 Business Resumption Planning (Continued)  On July 20, 2006 an exercise was held in the Windsor/Detroit area to test the draft business resumption protocols.  The exercise involved local, state/provincial and federal government representatives, as well as key industry representatives.  Further exercises are being planned.

8 8 What Remains from SPP?  CBSA hopes to acquire funding for 2 remaining priorities later this year:  Integrated Enrolment Program for trusted travellers  Document Integrity. Interoperable, secure, lower cost alternative to the passport

9 9 LAND PRECLEARANCE In December 2004, Canada and the U.S. announced that Land Preclearance (LPC) would be piloted at two sites:  Peace Bridge - U.S. border operations would be relocated from Buffalo, New York to Fort Erie, Ontario.  Thousand Islands Bridge - Canadian operations would be moved from Lansdowne, Ontario to Alexandria Bay, New York.

10 10 LAND PRECLEARANCE (Continued)  Negotiations began in April 2005, but were suspended in November 2005 due to the Canadian election call.  Cabinet has approved a negotiation mandate, with Department of Public Safety leading the negotiations for the Government of Canada.

11 11 LAND PRECLEARANCE (Continued)  The negotiating strategy is to find a solution that is consistent with our respective constitutions and legal systems.  The aim is to conclude negotiations this fall.  Work is underway on analyzing operational issues and identifying funding and legislative requirements.
