SCDE Requirements Adhere to all state and federal program requirements outlined in the Request for Proposal under which the organization was initially funded. Adhere to all Authorized and Unauthorized Activities and Costs outlined in the Request for Proposal under which the organization was initially funded. Offer activities/services consistent with the academic and enrichment goals and objectives identified in their approved applications.
10
SCDE Requirements Operate a minimum of four hours a day four days a week for at least 30 days, June 1 – August 15. – Programs that are required to operate a summer component may not begin the Bridge Project until the conclusion of the initial summer program. These programs must operate a minimum of 15 additional days beyond their current requirement.
11
SCDE Requirements – Exceptions to this rule would be: Programs may use the Bridge funding to add additional days/hours of operation to their current summer program. For example, if your current summer program will meet M-TH from 8:00- Noon, you may add an afternoon segment from Noon-4:00, charging only the afternoon, added portion to the Bridge Grant. You must clearly state your plans in your application if you plan to add extra days/hours.
12
SCDE Requirements Serve a minimum of 25 students who attend schools that are currently being served. – This requirement is only applicable to the 21st CCLC Bridge Project. It does not relieve programs from their obligation to serve the number of students proposed in their initial applications. – New students who meet the eligibility criteria may be invited to participate in the Bridge Project.
13
SCDE Requirements Use certified teachers and maintain 10:1 ratio during the academic components. – Teacher assistants do not have to be certified educators. Use funds, primarily, to support instructional salaries, benefits, student supplies, and transportation associated with the academic and enrichment components of program activities.

SCDE Requirements Provide assurance that Bridge Project funds will not be used to pay for existing levels of services funded from any other sources or for any services mandated by state, federal, or local law, including the Summer Reading Camps, mandated by Proviso 1.84. To do so would violate the basic “supplement, not supplant” requirement of federal programs.
