5 + Background Millions of these young people have poor access to information, education and services especially with respect to sexual and reproductive health Comprehensive sexuality education coupled with appropriate access to SRH services has the potential to transform young people’s life positively and make them better and productive citizens for the future of African nations

6 + Implications The future of nations will depend on how much they address the needs of young people Education Health (including SRH) Decent employment

7 + ESA Commitment A response to the challenges confronting young people and the threat that these challenges pose to the fate and future of ESA countries Heightened susceptibility to HIV infection Early and unintended pregnancies Gender inequality Gender based violence Child marriage

8 + ESA Commitment Acknowledgement of the potential that CSE and access to SRH services have in addressing challenges that confront young people Realisation of the demographic divident in future Development of knowledge, attitudes and skills needed for healthy life throughout the lifespan

9 + Commitment Working together on a common agenda in delivering CSE and youth friendly SRH services to young people

10 + Key steps (pp.5-6) 1. Urgently review (and where necessary amend) existing laws and policies on age of consent, child protection and teacher codes of conduct 2. Initiate and scale up age, gender and culturally-appropriate CSE during primary school education CSE works more effectively when provided before young people reach puberty 3. Integrate and scale up youth-friendly HIV and SRH services

11 + Key Targets by end of 2015 (p.7) 1. A good quality CSE curriculum framework is in place and being implemented 2. Pre and inservice CSE and SRH training programmes for teachers are in place and being implemented 3. The number of adolescents and young people who do not have access to youth friendly SRH services is decreased by 50%

14 + Institutional Framework ESA Commitment has been ‘absorbed’ in government systems a joint country work plan has been developed and costed. A joint working team drawing members from Government ministries and CSOs, FBOs and NGOs has been formed A joint committee involving MOEVT and MoHSW has been formed The two ministries are co-chairs to the ESA steering committee that has been schedule to meet regularly to review progress on implementation of ESA commitment milestones

15 + Activity Implementation Status Main milestones A national strategy to guide the implementation of sexuality education in schools has been developed Guidelines for integration of CSE in pre and primary school curricula have been developed and validated. The curricula have also been reviewed to identify areas of CSE integration A third Education Sector Strategic Plan on HIV and AIDS has been developed and validated— awaiting approval Incorporates CSE at all levels of education in Tanzania

16 + Activity Implementation Status… CSE training manuals for in-service pre and primary school teachers have been developed

17 + Emerging challenges Guidelines on CSE integration in curricular have not been disseminated widely due to lack of funding Due to a multiplicity of players there appears to be a duplication of efforts. So many curricula related to CSE have been developed by various organisations. Efforts are ongoing to harmonise CSE materials nationally and to have a better coordination mechanism of various players

18 + Emerging challenges… Coordination of the two partner ministries has been a challenge due to multiple roles and other Government engagements. A clear activity calendar has been agreed to ensure that meetings are planned well in advance to reduce last minute lashes and meeting cancellations

19 + Notable imperative SRHR alliance—Pamoja Tunaweza AMREF Restless Development Health Actions Promotions Association (HAPA NIMR They have added new impetus to the implementation of the commitment.

20 + Lessons learned It is possible to bring various players in the CSE field together to develop a joint work plan. This is cost effective and reduces multiplicity and duplication of efforts. Involvement of key players is proving effective in breaking the silence among traditional barriers to sexuality education such as parents and religious organisations.

21 + Next steps Critical review of laws and policies Age of consent Child protection Teacher codes of conduct-including the question of corporal punishment Scaling up YFS Harmonise CSE programme materials especially for out of school youth
