May, Johannesburg, South Africa Conformity assessment has a significant role in global trade The movement of goods and services world wide is only possible if the recipient accepts the good or service. The basis for accepting goods varies from just believing that everything is o.k. to performing complicated test and certification procedures required by law before a good could be delivered. Within this conformity assessment environment the mostly used conformity assessment tool is the (should be) SDoC, determination through third parties conformity assessment services like calibration, testing and certification is used due to specific needs.

May, Johannesburg, South Africa Regional and International Systems: Regional and international conformity assessment systems can contribute to solving the problems of multiple testing and certification/registration for traders and industries. It is useful for conformity assessment bodies to participate in confidence building and proficiency testing programmes of international systems in order to build confidence.

May, Johannesburg, South Africa In order to enable the world wide acceptance of testing and certification services, accreditation has been introduced as a tool to ensure the competence and the credibility of the conformity assessment bodies. Accreditation is carried out by different accreditation bodies. In order to facilitate acceptance of the results of these accreditation bodies and of the accredited service, international associations of accreditation bodies, such as the – IAF International Accreditation Forum (Certification bodies/registrars, Inspection bodies) and – ILAC International Laboratory Accreditation Cooperation (Laboratories, inspection bodies) have been established. IAF/ILAC facilitate the recognition of accredited conformity assessment services through a Multilateral Recognition Arrangement (MLA).

May, Johannesburg, South Africa IAF GD 3:2003 Cross Frontier Accreditation A.This document provides guidance on Section 3 of ISO/IEC Guide 61 for the accreditation of management system certification/registration bodies. B.This document is intended to strengthen the international network of accreditation bodies (ABs) for certification/registration bodies (CRBs) provided through IAF. It should assist the World trade Organisation Technical Barriers to Trade agreement (WTO/TBT) (as well as other regional trade agreements) objective of facilitating international trade by removing technichal barriers to trade through mutual recognition between the national based conformity assessment systems. May, Johannesburg, South Africa C.For this to be achieved, the ABs operate as a network, each providing an equivalent accreditation service. D. The signatories to the IAF Multilateral Recognition Arrangement (MLA) normally operate from a national base, providing accreditation of CRBs for their home market. The effect of the IAF MLA, based on IAF peer evaluation, is that the accredited CRBs should receive recognition fraom the whole global market for the certificates for conformity that they issue under their scopes of accreditation. E. There are however situations where CRBs will seek more than one accreditation, or a „foreign“ accreditation, and it is the CRB`s right to do so. Nevertheless, IAF strongly encourages CRBs to have local country accreditation whenever it is available. (Only when all countries or economies have Abs that are signatories oft the IAF MLA, and when the user market hat fully recognized and accepted the mutual recognition behind the IAF MLA, is the market likely to cease ist demands for multiple accreditation.) IAF`s objective is to offer ist mechanism for mutual recognition so that duplicate accreditation will no longer looked for in the market place. Issue 1, Version 2 IAF GD 3:2003

May, Johannesburg, South Africa IAF Resolution 2003-14 The IAF Guidance on Cross Frontier Accreditation shall be implemented by the IAF MLA signatories within 6 months of publication. (Note: 1 May 2004) The IAF MLA MC shall, in cooperation with the regional members, prepare an evaluation plan for the IAF MLA signatories having accredited CRBs with foreign branches in the Guidance document. An evaluation of the ABs shall begin immediately after the guidance has come into force.

The regional MLA groups shall report the progress of the evaluation/monitoring to the IAF MLA MC for review in June 2005.

IAF Resolution 2005-22 - (Agenda item 6.2) Implementation of the Cross Frontier Accreditation Policy - The General Assembly, acting on the recommendation of the MLA Committee, accepted the report of the Cross Frontier Accreditation Practices Task Group and urged that action be taken to confirm a date by which all foreign critical locations are assessed on-site with results to be reported by the MLA Committee at the 2006 General Assembly.

May, Johannesburg, South Africa IAF Resolution 2006-14 – (Agenda Item 8) Assessment of Foreign Critical Locations for QMS and EMS - The General Assembly, acting on the recommendation of the MLA Committee, resolved that all Foreign Critical Locations (FCLs) included in accreditation scopes for ISO 9001 QMS and ISO 14001 EMS on or before 31 December 2006 shall be initially assessed on-site at least once by an IAF MLA member AB for all scopes of accreditation for ISO 9001 QMS and ISO 14001 EMS being covered by the FCLs, no later than 31 December 2007. IAF Resolution 2006-15 – (Agenda Item 8) Assessment of Foreign Critical Locations for Product Certification - The General Assembly, acting on the recommendation of the MLA Committee, resolved that all Foreign Critical Locations (FCLs) included in accreditation scopes for product certification on or before 31 December 2006 shall be initially assessed on-site at least once by an IAF MLA member AB for scopes of accreditation for product certification being covered by the FCLs, no later than 31 December 2008.

March 2006 Cross Frontier Accreditation (Today) The IAF MLA MC at its meeting revised the draft questionnaire for monitoring the implementation of CFA to be returned by all MLA signatories by 1 May 2006. The new draft was circulated to all members of the IAF MLA MC with copy to all members of the Cross Frontier Practice Task Group for comments by 20 March. Except for other questions, the following items are covered in the survey: List of All Foreign Critical Locations Each MLA Signatory will be asked to provide a list of all Foreign Critical Locations of the CBs accredited by the AB in a standard format, including the name of the CB, Foreign Critical Locations and countries/economies and dates when they were or will be assessed on-site and etc;

May, Johannesburg, South Africa Name of ABs with cooperative relationship Each MLA Signatory will be asked to give the names of ABs either with specific documented agreements or with cooperative relationship based on IAF MLA but without specific documented agreements. For those specific documented agreements, the MLA Signatory will also identify whether they are bilateral cooperative arrangement [B] or multilateral arrangement [M]. Cooperative methodologies Each MLA Signatory will be asked to advise their comments and experience on the advantage and difficulty and their preference and proposals regarding: Different manners of cross frontier accreditation cooperation: specific documented agreements among ABs or cooperative relationship among ABs based on IAF MLA but without specific documented agreements. Different mechanisms of cross frontier accreditation cooperation: bilateral cooperative arrangement or multilateral arrangement. Different types of cross frontier accreditation cooperation: a) Using local assessor as team member or leader, b) Joint team activity, c) assessing on your behalf, d) Acting as a Sub-contractor, e) Exchange reports (Initial, Surveillance, Witness, etc.), f) Observing your accreditation assessment, g) Interpreting.
