1 UNIFIED NATIONAL ARTIFICIAL INSEMINATION PROGRAM (UNAIP) STATUS REPORT
DR. PAUL C. LIMSON UNAIP National Coordinator January 28, 2011 Livestock Development Division – Bureau of Animal Industry

2 UNAIP Features (1) Provides [strategic direction towards localizing the AI services] Harmonizes the undertakings of BAI, LDC, PCC, NDA & RFUs in carrying out efficient and effective livestock breeding programs using AI technology Provides better opportunities for livestock farming communities by enhancing their competitiveness through an institutionalized AI delivery system at the village level

3 UNAIP Features (2) BAI as the lead implementing agency
Further intensify institutional capability of LGUs through: Development of human resources (trainings) Provision of equipment & logistics support (tanks, AI guns, LN2) Strengthening of institutional linkages (National Livestock Agencies, RFUs, LGUs, Academe)

4 UNAIP Features (3) Relationship of UNAIP to the NGRIP
It is the means of providing superior genetic materials in the form of semen to clientele – backyard farmers

5 ARTIFICIAL INSEMINATION
BREEDING PYRAMID Water Buffaloes (Carabao) Beef Cattle Dairy Cattle Small Ruminants Swine Poultry ARTIFICIAL INSEMINATION Genetic/Herd Improvement Program Component/Activities Breeding Direction Recording System Selection & Culling Schemes Performance Testing & Analysis Germplasm Banking Genetic Distribution Schemes (live animals, semen, embryos) Elite / Nucleus (GGP) Multiplier Commercial

6 Goal / Objectives Continue Phase I for Large Ruminants
Accelerate AI diffusion rate to 30% of breedable cattle & water buffaloes Increase AI conception rate of cattle & water buffaloes at the field level to 65% & 45% respectively Improve the AI coverage at LGUs Provincial level – 90% Municipal level – 50%

7 Strategies (1) Organize & integrate the smallholders into the total production and marketing systems AI is a tool in achieving productivities, either for beef or dairy Strengthening of partnerships with other stakeholders, i.e. academe & business / market community Promote sustainable AI through costsharing scheme

8 Strategies (2) Establish structure, systems & mechanisms for program implementation & monitoring AI Structure Advisory Committee (GIP) – policy level Program Management Group (PMG) Regional Management Group (RMG) Regional & Provincial AI Coordinators (RAIC, PAIC) Unified Reporting System Electronic Reporting System Semen & LN2 Distribution Scheme AI Technician Accreditation System Unified Animal Identification System

9 Strategies (3) Promote unified human resource development
Adopt a common training policy in selection of trainees, unified training curriculum & utilizing trainors from DA & academe Identified training centers DTRI, PCC-CMU, PCC-UPLB, USF, NABC Basic AI course = 30 days Refresher AI course (inactive) = 15 days Refresher AI course (active) = 7 days Incentive, rewards & recognition system that are “output-driven” Cash-calf incentive PhP 100 Outstanding AI Technician, PAIC & Region

10 Strategies (4) Promotion of village-based approach (PCC)
Espouse on the use of natural estrous Resource generation & mobilization DA AgriPinoy Livestock Program Foreign-assisted projects JICA-JOCV in 3 regions (III, VII & X) Semen technology Equipment (AI kits, tanks, motorcycles) LN2 Plants (CSDU, NABC, RFU III, VII, X, XI) PL480 Equipment WBBCIP – JICA-assisted project ( )
