VDAB A double chalenge 1.As a director on the Flemish labour market, ensure ‘talents’ are tapped (specifically underprivileged groups) 2.Matching supply and demand through competencies instead of knowledge acquired at school

VDAB Labour market-oriented training in a labour shortage economy Realising sustainable employment through a training provision that responds to labour market shortages Focus as much as possible on: - work placement - individual vocational training - workplace learning Training provision has the following characteristics: - versatile - workplace-oriented - tailored approach and specialised approach for underprivileged groups

Integral Workplace Learning A comprehensive approach training and guidance learner and working environment skills and attitudes language and vocational training permanent support

Integral Workplace Learning A comprehensive approach 4 week (or less) on the job training to shape a jobseeker with low language skills, limited schooling and/or low-literacy into a suitable employee for a company with a specific job opening

Individual vocational training course (IVT)

IVT Individual vocational training on the job The employer has a vacancy The trainee needs to emprove his competence to do the job The employer is willing to teach and support the trainee during the IVT

IVT Possible for all employers All job seekers who needs support in the required skills Between 4 and 26 weeks training Based on a training plan

IVT trainee receives unemployment benefit + bonus payed by VDAB employer pays a bonus to VDAB based on the normal wage minus a fixed benefit

IVT IVT is supported by a staff member of VDAB on agreed moments possibility of adapting the training plan if necessary possibility of discontinuation of the IVT at the end of the IVT the employer gives the trainee an open-ended employment contract the learned skills are certified

IVT in 2012 11.979 IVT’s started 4.579 resulted in an open-ended employment contract 4.749 still in IVT 2.146 stopped IVT for a negative reason 487 former trainees started in an other job with an other employer
