Policy advice Support necessary and appropriate legal, administrative measures to implement the biosafety protocol Assist in the formulation of biosafety legislation Assist in the implementation of existing and new regulations Strengthen capacities for risk assessment Develop risk management strategies Establish independent decision structures for AIA-procedures Facilitate public awareness, education and participation Include socio-economic considerations into risk assessment Capacity Building for the implementation of the Cartagena Protocol on Biosafety

Institution building Public administration Member states are obliged to nominate competent authority and CPB focal point: Risk assessment and monitoring Risk management Prevention of illegal transboundary movements of LMOs Holistic approach recognising the following principles (public participation, precautionary principle, socio-economic aspects) Biosafety Clearing House mechanism Focal points of a world wide information network in each member state Training on AIA procedure Provide technical and financial support Provide further training measures for BCH staff Monitoring, evaluation and inspection services Authorities and independent structures must be able to perform effective monitoring Monitoring of (illegal) import of LMO Establishment of national laboratories or access to regional facilities Training measures for monitoring and inspection institutions Capacity Building for the implementation of the Cartagena Protocol on Biosafety

Basic and further training of decision makers, experts and multiplicators Human resources are needed for effective implementation of the CPB Natural science disciplines (EIA, ecological risk management, LMO identification) Social science disciplines (public relations, effects on users, social systems and rural economies) Information management (BCH) Independent experts have to be trained additionally to authority staff Capacity Building for the implementation of the Cartagena Protocol on Biosafety

Public awareness raising, education and promotion of public participation Open dialogue with civil society is essential, involvement of NGOs is obligatory Training of representatives of governmental and non-governmental organisations, scientists, trainers, and teachers Using the appropriate media and creating information material Capacity Building for the implementation of the Cartagena Protocol on Biosafety

Which parts does the biosafety capacity building consist of? (I) Training courses document providing background information and explanations on suggested training exercises set of transparencies and training modules for training workshops list of relevant electronic publications biotechnology/biosafety case-studies The training courses will be demand-driven and address policy makers, government, industry, representatives of non-governmental organizations, scientists, trainers, and teachers.

Which parts does the biosafety capacity building consist of? (II) Biosafety pilot projects: Small-scale to medium-range projects covering larger context than training courses (which can make part of the project "package") establishment of national biosafety authorities/focal points development of a legislative framework and / or its implementation support to NGOs acting in the field of public awareness raising, education and participation in terms of CPB implementation Capacity Building for the implementation of the Cartagena Protocol on Biosafety

What do applying countries have to provide? Interest in the training workshops can be expressed informally by letter or e-mail with indication of background. Capacity Building for the implementation of the Cartagena Protocol on Biosafety Biosafety pilot projects: the executing institution has to submit a proposal providing the following information: Substantial information on the project executing institution Project design with objectives, expected results and planned activities Project budget planning and indication of own contribution Human resources provided and extern support required Framework conditions of proposal (state of fulfilment of CPB obligations, parallel activities)
