Crises and consequence management group Our team is comprised of skilled professionals who are active both in Israel and abroad. We provide consulting in the fields of Emergency Management and Homeland Security Planning: Consultation Preparedness Training Organization Our team has acquired vast hands-on experience in a variety of crisis and emergency situations, particularly in war and CBRNE terror events.

Abraham (Avi) Bachar B. General (res.) MA. The Crisis and Consequence Management Group Integrator Gen. Bachar served until recently as the Chairman of the National Emergency Economy Organization for the Israeli Ministry Of Defense-MOD (MELACH). Served as Chief of Staff for the Israeli Home Front Command, IDF. Earned his M.A. in Communal Policy and Public Administration from Tel-Aviv University. Gen. Bachar wrote the Israeli National Response Plan for Earthquakes and for CBRNE terror events. Gen. Bachar is an internationally recognized authority in the development of operational and organizational methods, emergency incident doctrines and training programs.

Col. Sofrin has acquired vast knowledge and experience in threat analysis and in defining solutions for protective systems. Col. Sofrin earned an MSc in Civil Engineering from Northwestern University. Col. Sofrin last held the position of Head of the Civil Protection Department, Home Front Command (HFC), IDF. Col. Sofrin acts as HFC spokesman in reserve duty. Areas of specialty: Risk assessment of populations and structures. Planning and providing solutions for personal and collective protection. Emergency readiness training for civilians. Planning and training of industry and emergency organizations. Eng. Col. (res.) Yori Sofrin CE, MSc, Head of the Civil Protection Section

Police Brigadier General (Ret.) And Col. (Res.) Meir Ben-Ishay - Senior Consultant B. General Ben - Ishay served his military service in various command positions and had extensive experience in operational command of large units, management, training and instruction. After retiring from active military service, Ben - Ishay joined the Israeli police force, the first role where he founded the department of Emergency Planning at the Israel Police Force. In this position he formulated the doctrine of police response to various emergency situations - such as War, Earthquake and CBRNE terror event The second role as Police Brigadier General, Ben Ishay established– the new Police Security Division. In this context he actually set the concept of the security of Israel, implemented standards, the service level required, training and regulation require all organizations and security companies in Israel. Ben Ishay's professional experience contains expert systems management, with extensive and proven experience in security, protection, and technology, with extensive experience in preparing large organizations for various emergency situations.

Gen. Sembira is renowned expert on local authority preparedness and readiness. He lectures in the Local Authority Readiness course at Bar- Ilan University. Gen. Sembira earned an MBA from Tel-Aviv University. Served as Commander of the Tel-Aviv Region during the Gulf War (1991), IDF. Gen. Sembira specializes in system analysis and in: Preparedness of local authorities for emergency situations. Conducting local authorities' personnel training programs. Dr. Adler is an orthopedic surgeon and emergency physician with broad experience. He has served as an Adviser on Disaster and Emergency Medicine to the Ministry of Health in Israel. Dr. Adler served as Deputy Surgeon General of the Medical Corps, IDF; Head of the Medical Branch Home Front Command (during the Gulf War), IDF; and Director General of Magen David Adom (National Ambulance Services). Dr. Adler has accumulated extensive experience in planning and organizing pre-hospital and hospital medical services in Israel and abroad. Dr. Adler was the Medical Adviser for the Department of Peacekeeping Operations at the United Nations Headquarters in New York. He has been active in organizing and leading several humanitarian medical rescue and assistance teams to foreign countries. Dr. Col. (res.) Jacob Adler Head of Medical Section

Lt. Colonel (res.). Eran Magen Search & Rescue (SAR) expert Over the last 15 years, Eran deals with organize SAR teams and teaching them a variety of rescue fields needed to handle emergency situations. For 10 years he serves as the Deputy Commanding Officer of the Israeli National Search and Rescue Unit. He was the commander of the Israeli Humanitarian aid delegation to many countries around the world. Plan, organize and training the National Turkey SAR team. Instruct courses in rescue for fire departments in Israel and around the world. The experience gained over the years by conducting projects around the world, gave him the ability to define special needs for specific geographical areas, different weather conditions and different Nations. Responsible for: Defining the special organization needed to work in specific areas Defining the qualifications command and CCC needed for the SAR team Defining the relevant logistic and equipment needed. Lt. Col. Has vase knowledge and experience in the fields of search and rescue and population preparation. Lt. Col. Peleg last held the position of Head of the HFC strategic Planning and Structure Branch, IDF. He earned an MA in Low Studies from Bar- Ilan University. Lt. Col.
