Objective Students should be able to identify the steps of the Patient Movement Process
3
Samples of Behavior 1)What are the steps & purpose of the patient movement request (PMR)? 2)What is the agency responsible for patient regulating, validating, and classifying patients? 3)What are the three types of movement precedence and the six classification categories 4)What agency is responsible for planning, tasking, and scheduling of AE missions 5)What is intratheater & intratheater 6)What are the three types of AE crews ? 7)What is CCATT and their role?
4
The Patient Movement Process Step 1 Wounded troops brought to medical treatment facility for assessment, treatment, & stabilization. The medical treatment facility sends a Patient Movement Request (PMR) to the servicing Patient Movement Requirements Center (PMRC)
5
The Patient Movement Process Step 1 Patient Administration (PAD)/Mission Regulating Officer (MRO)— liaison between the medical staff, the patient, and the PMRC PAD/MRO– submits the Patient Movement Request (PMR) via TRANSCOM Regulating Command and Control System (TRAC2ES) TRAC2ES –Web-base/Computer database - manages patient movement request –Provides visibility on all patients being moved
6
The Patient Movement Process Step 2 The Patient Movement Requirements Center (PMRC) Evaluates the request for necessity, acuity and eligibility. The PMRC will regulate, validate, and classify all patients being moved through the system.
7
The Patient Movement Process Step 2 Patient Movements Requirements Center (PMRC) –Global, Theater, and Joint Regulates/validates/classifies AE patients Evaluates the necessity, acuity and eligibility. Identifies bed availability Requests type of airframe from C2 agency Concurs with MTF the patient a classification for AE
8
The Patient Movement Process Step 3 Command and Control task the crew & aircraft to accomplish the AE mission
9
The Patient Movement Process Step 3 AE C2 Agency –TACC, AMD, or theater equivalent Interface between AE and airlift operations Operational planning and management Monitors execution of missions Notifies PMRC when AE mission taskings are scheduled
10
Movement Precedence Movement precedence: –U–Urgent –P–Priority –R–Routine
11
Movement Classifications –1–1 = Psychiatric Category –2–2 = Litter Category –3–3 = Ambulatory Category –4–4 = Infant Category –5–5 = Outpatient Category –6–6 = Attendant Category
12
Patient Movement Process Step 1: Send a Patient Movement Request (PMR) to the servicing Patient Movement Requirements Center (PMRC). Agency: PAD/MRO Step 2: The PMRC evaluates the request for necessity, acuity and eligibility. Agency: PMRC Step 3: Task the crew/aircraft to accomplish the AE mission. Agency: AE C2
13
Patient Evacuation Mission Mission –T–The United States Army & Air Force provide rotary/fixed-wing movement of patients requiring supervision by specialty trained medical crew members to locations offering appropriate levels of medical care
14
Patient Evacuation Move casualties from forward airfields to more capable facilities –Intratheater evacuation refers to patient evacuation between points within the theater –Intertheater evacuation refers to patient evacuation between theaters
15
Patent Evacuation Concepts Patient Evacuation can significantly improve casualty recovery rates by providing appropriate and effective transportation of the sick and wounded to medical facilities offering the appropriate level of care.
16
Patient Evacuation Concepts Integrated control of casualty movement Clinical and operational support personnel Equipment for in-flight/ground support operations Critical Care Air Transport Teams Staging Facilites Command and control (C2) Communication support
17
Types of Medical Crews Fixed Wing/AE Crew : executes the mission to include mission planning, configuration, in-flight patient care, deconfiguration, and post mission duties. –Non-rated Flyers Basic AE Crew (2 FN and 3 AETs) Alert Crew (1 FN and 2 AETs) Augmented AE Crew (1 additional FN and 1 additional AET)
18
Types of Medical Crews Rotary Wing/Crew: –One highly skilled medical tech
19
Critical Air Transport Team CCATT : Three person team that provides higher level of care to stabilized patients during patient movement. Team Members include: Internist Physician Critical Care Nurse Cardiopulmonary Technician
