3 Vulnerability of elderly In 2013, pension allowance has covered only 79,1 % from minimum subsistence. Older persons constitute 15,7 per cent of the population of the Republic of Moldova. Elderly are disproportionately affected by economic emigration as they often have to bear the burden of caring for their grandchildren or other relatives on an already overstretched minimal pension. The critical level of ageing coefficient is 12% - achieved in 1988. Many older persons living in rural areas do not have adequate access to water and sanitation, heating, flooring or roofing. If current trends continue, in 2050 elderly will represent 33% from total population. Only 22,7 % from population contributes to the pension system (in 2006 it was 46%) 3

4 2002 – Moldova has adhered to the Madrid International Plan of Action on Ageing (MIPAA) 2011 – Research on “Ageing in the Republic of Moldova” – served as a baseline for policy design in the field. 2011 – National Strategic Programme on Demographic Security 2011 – 2025 and its Action Plan for 2014 – 2016, approved in 2014 2012 – Road Map on Ageing – a guide through which the country can uphold the commitments of the MIPAA and its Regional Implementation Strategy. 2014 - Action Plan on implementation of the Road Map for mainstreaming ageing in policies for 2014 – 2016 has been approved by the Government. 4 Progress in the field of ageing

6 Actions for 2015 – 2016 6 1. Integration of older persons in society: Development and applying a methodology for mainstreaming ageing into sectorial policies Establishment of the National Council of elderly persons at national and local level for coordination of ageing policies. Capacity building of LPAs, CSOs and policy makers on mainstreaming ageing into policies. 2. Stakeholders participation Strengthening the mechanism for attracting elderly in public and social life, based on previous experience of Help Age applied in 8 districts. Development of an active network of elderly volunteers at local level Capacity building of elderly on participation in planning and monitoring budgets, programs of regional/ local development 3. Research and data collection Development of national disaggregated indicators on ageing Development of Active Ageing Index, based on European experience 4. Sustainable economic growth and development Support local socio-economic initiatives of elderly people

Social protection Review of the national pension system in order to adapt it to the population trends and assessment of its impact to the economic situation of vulnerable groups, including women Development of alternative social services for elderly 6. Labour market Review of national legislation for involvement of elderly on labour market To determine criteria for physical and intellectual skills acceptable for older people and identify ways to adapt the employment mechanism to their needs jobs 7. Migration Support for elderly who are affected by migration and are living alone 8. Education and lifelong learning Development and applying the methodology to monitor the impact of education and self-education on employment and welfare of the elderly Professional orientation of elderly, especially from rural area. 9. Housing and independent living Improving the gerontology services and development of policy instruments on this topic. Providing qualitative measures related to housing and access to sanitation.

Intergenerational solidarity Promotion of cultural and sport activities among elderly National Referral System enforcement of combating Violence among Elderly and information campaigns 11. Health and well-being of older persons Strengthen the volunteer groups that provide home care, including the extension of HelpAge experience 12. Perception and public image of elderly A baseline study on the public image of elderly in society Assessment of educational curricula to see to which extent is sensitive to the ageing population Capacity building for journalist on promotion of positive image of elderly, including active ageing. Informational campaign on active ageing 13. M&E: evaluation of MIPAA as well data collection for analyzing impact of demographic ageing 8

9 Progress in the implementation of the Action Plan (July – December 2014) 9 A national qualitative and quantitative Research on “Elderly Abuse” UNDESA Mission on the adapting the population aspects and pension system to the macro-economic policies (1-5 December 2014). Capacity building of NGOs and public institutions (including LPAs) from North and South of the country on active ageing. Strenghening the intergenerational solidarity and prevention of domestic violence of elderly through theater performance in 8 regions of the country by the Theater "Satiricus“.
