2 What is the JnNURM? Mission announced in 2005 to address rising demands for urban infrastructure like roads, bridges, water supply, sewerage networks, etc. Central government makes available Rs. 50,000 crore as investment support in 65 cities. State and city governments to put in equal matching funds to build infrastructure. Cities are required to carry out a set of mandatory governance and financial reforms in order to get central government funds. Chennai got projects worth Rs. 4973.71 crore, with a large part of it to be spent for the urban poor.

3 JnNURM UIG (Roads, bridges, water supply, infrastructure networks for the whole city) BSUP (shelter, tenure security, basic services and civic amenities specifically for the urban poor)

4 Detailed Project Reports by local bodies and parastatal agencies (Chennai Corporation, Metro Water, TNSCB, etc.) Approved by SLNA and SLSC (TUFIDCO for UIG and DMA for BSUP) Approved by the Central Sanctioning and Monitoring Committee City Development Plan written with public participation by every city to be approved. Then, for every project,

6 UIG in Chennai 23% of all projects have overspent Less than half of the projects have been completed. (Phase 1 ends in 2013) Lack of local capacity, rising costs of construction material, delays on funds release, elections cited as reasons.

7 BSUP in Chennai 24 projects total, at a total cost of Rs. 1388.27 crore Total cost is 39% of total approved cost of UIG projects (much less than national average of BSUP funding being 49% of UIG funding) Most projects fall within the new Corporation boundaries. Projects in the newly extended areas have been transferred to the jurisdiction of the Corporation.

9 Corporation projects under BSUP Apart from these, 5 projects in the newly extended areas have also come under the Corporation. Total cost of these projects = Rs. 25. 41 crore.

10 Mandatory pro-poor reforms: problematically “achieved” Basic services and security of tenure to residents Earmarking 20-25% of ULB budgets for the urban poor But no amendment has been made, to ensure this happens. The state claims it already spends 25% of its budget on ULBs, and the Central Government has accepted that. Earmarking 10-15% of all developed land in housing projects for EWS and LIG households Done in public housing projects. TN has made this applicable only for private projects that are more than one hectare in size, which exempts pretty much everyone.

11 Basic services and tenure security for the urban poor? Tenure security only for those who have been moved to resettlement colonies, despite emphasis on in-situ rehabilitation Very small percentage of people have benefited No attention paid to slums, not declared since 1985 Housing improvement only for those in declared slums At least 500,000 slum dwellers without tenure security and basic services. Despite emphasis on providing basic services, houses have been built. Resettlement colonies fraught with problems of inadequate access to services, livelihoods and proper education.
