4 Project summary This project focuses on organizations capacities and institutional surroundings in Lithuania in Sakiai, Jonava, Kaunas, Kedainai Distrct Rules, Policies, Local action groups, Rural communities, Local government Missions: to analysis the local organizations capacities and institutional surrounding, following the project period 2th -13 th May 2016 Visions: By 2020 we envision to have increasement in the populations of Sakiai by 1200

5 Definitions Institution is a word very often used in many different contexts. Authors will use the definition of North (1991 According to Nevis et al (1995, p. 15) organizational learning comprises 'the capacity or processes within an organization to maintain or improve performance based on experience. 5

7 Districts Profile( Case Study Sakiai, Jonava District)  Šakiai is a city in the Marijampolė County, Lithuania. It is located 65 km (40 mi) west of Kaunas. Population 30342. West of Kalingrad. Major agricultural products are Grains and Wheats. The district of Sakiai has 8 secondary schools. In the Municipality city Centre about 6000 living in the city. There is a big company LTD Gulbele shaping the economy of Sakiai. Manufacturing pastries products which is well know all over in Lithuania. The company achieved National level products of the year in Lithuania.\  Jonava ninth largest city in Lithuania with a population about 46000. One of the strengths is having the youngest Mayor in Lithuania as a whole. They are well known for fertilizers manufacturing companies, There are trade collaboration with other EU countries and outside EU countries> Eg. Exporting fertilizers products to New Zealand, USA. There are partnership with ASU and other institutions.

8 Problems Identification  There are various challenging institutional surrounding in Sakiai, Jonava, Kaunas, Kedainai Distrct, different development, Inadequate cooperation with local government, Rural communities, Local actions groups, stakeholders, NGO’s and this bring negatives effect on the development for the rural communities  Inadequate institutional support, rules, policy and networks in rural areas and is a constraint to rural development. Institutional surrounding in rural areas results in a centralized planning that supports farmers, rural communities  Emigration of the habitants and inadequate synergy between inhabitants and local governments, Insufficient stakeholders  Corruptions for example embezzling funds intended for the upkeep and maintenance of local roads in Sakiai (2012)  Low structural funds to the territories due to economy situation in Lithuania

9 SWOT OF LOCAL ORGANIZATIONS CAPACITIES AND INSTITUTIONAL SURROUNDINGS Strengths  Rich cultural resources supporting from local actions gruops  Natural landscape  Relationship between rural development participants from  Leadership programme organized by LAG, communities leaders making policies that favors the development of the municipalities  Openness of the environment resistant to different opinions, views and interests of social groups  Implementation of innovations (business, technologies, structure, culture, etc.)  Benefits policies implemented by the local government improving the qualities of life of peope, e.g Low tax rates Weaknesses  Different Development  Low number of Staff members working at the municipaities  Inadequate regulations of reports activities and results of evaluation to stakeholders.  Inadequate of development programs by the local governements  Poor Service quality guidelines are not been develop  No cooperation among stakeholder  Not sufficient knowledge related to the environmental issues (for example, lack of environmental controls) Opportunities  Human resources development  Trade fair in local town established by the communties,  One of the best pastries company in lithuania LTD Gubele (Laime)  Networks and shares resources with national and international NGO. 11 Conclusion The outcome of this project is planned to be accomplished through two levels. The first approach is working with target LGAs to strengthen their capacities and develop consensus within Association of Local Governments of Nigeria (ALGON) for a strategic voice. PACC-Nigeria will strengthen the knowledge of the target LGAs on climate change mitigation and adaptation measures, report writing, advocacy and knowledge sharing to broaden their understanding base for the sustainability of the activities Secondly, PACC-Nigeria will be lobbying the Federal Ministry of Environment, Climate Change Department (CCD) and other relevant stakeholders to involve LGAs in their activities. Governmental entities like the Nigerian Maritime Safety and Administrative Agency (NIMASA), Local Government Legislative House, the Ministry of Local Government Commission, River Basin Authorities and other development organs of government and CSOs will be included in the awareness exercise to draw their attention to climate change issue. 11
