2 The Asks: Funding our Schools NYS PTA seeks $2.2 billion State Aid inc vs. $991 million in Exec Budget  Recognize impact of near Zero Tax Cap  Assure Equity in Aid distribution  De-link APPR from State Aid eligibility  Supplement support for Community Schools  Support Unfunded Initiatives Multiple Pathways to Graduation Professional Development English Language Learners (ELLs)  Reject Education Tax Credits  Reject STAR Rebate proposals  Assure adequate support for Education Department operations

3 The Asks: Family and Community Engagement NYS PTA urges the legislature to fund family engagement efforts that would:  fund the NYS Board of Regents proposal to create an Office of Family & Community Engagement  Support the NYS Education Department request for $25 million in 2016 and $50 million in 2017 to fund School Community Partnerships  Adopt National PTA Standards for Family School Partnerships to : support the integral role of families engage educators through pre-service and in-service communicate initiatives to improve student outcomes

4 The Asks: Early Childhood Education NYS PTA urges the legislature to streamline and predictably fund early childhood activities:  Establish pre-kindergarten in all NYS public schools  Reduce the mandatory attendance age from six to five years and require full day kindergarten  Adopt predictable formula based pre-school funding  Support NYS Board of Regents and SED oversight of kindergarten and pre-kindergarten programs

5 The Asks: Heroin and Prescription Opiates/ Opioids Develop program and advocacy initiatives to combat the devastating impact of these substances  Fund the Governor’s proposal to support the NYS Office of Alcoholism and Substance Abuse Services Allocate $141 million to address heroin/ opiate epidemic Fully implement the NYS OASAS residential redesign  Approve A0355, S4348 for physician education  Increase access to opiate overdose reversal medication, Naloxone/ Narcan in schools
