The continuing Resolution is good until December 11, 2015….stay tuned. Non-competing awards are issued up to 90% of the previously committed level. Upward adjustment to awarded level will be considered after FY16 appropriations are enacted.

Some changes will be effective in Phase 1 (January 25, 2016) while others will take effect in Phase 2 (May 25, 2016). Phase 1: with forms C valid until May 24, 2016. Phase 2: with forms D valid for due dates on or after May 25, 2016.

Phase 1 The general SF424 R&R guide will be updated by November 25, 2015 to incorporate instructions for individual fellowship application. The SBIR/STTR guide will also be updated by November 25, 2015. Both guides should be used for proposals with due dates on or after January 25, 2016 AND before May 25, 2016. Phase 2 New guides will be issued with the release of Forms D effective May 25, 2016.

New training data table formats must be used for RPPRs due December 1, 2015, and after and applications submitted for due dates on or after May 25, 2016. Applicants may create tables for their applications and RPPRs either by using fillable tables in MS Word or via the xTRACT system. For applications/proposals submitted for due dates on or after January 25, 2016, for the purposes of inclusion policy, the age of a child will be defined as individuals under 18 years old instead of under 21 years old, the current NIH definition of a child for inclusion policy considerations. (Does not apply to AHRQ applications)

We are pleased to announce that a revised version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 16-1) has been issued: http://www.nsf.gov/publications/pub_summ.jsp?o ds_key=nsf16001 The new PAPPG will be effective for proposals submitted, or due, on or after January 25, 2016.

Significant changes in the Grant Proposal Guide include: Enforcement of 5 p.m. submitter’s local time across all NSF funding opportunities; Implementation of NSF’s Public Access Policy; Submission of proposal certifications by the Authorized Organizational Representative (AOR) concurrently with proposal submission; NSF’s implementation of the US Government Policy for Institutional Oversight of Life Sciences on Dual Use Research of Concern; Provision of Collaborators and Other Affiliations information as a new single-copy document, instead of as part of the Biographical Sketch;

Submission of Biographical Sketches and Current and Pending Support separately for each senior personnel; Electronic signature and submission of notifications and requests by the AOR only; Revision of timeframe for submission of final project reports, project outcomes reports and financial closure of awards to 120 days after the award end date; and Numerous clarifications throughout the document.
