CHILD PROTECTION QUALIFICATIONS FRAMEWORK History: Ford Report (2007), Recommendation 22: “a tertiary level qualification in social work, psychology or relevant human service be the basic qualification for caseworker positions..”. Initially the Department established a list of approved qualifications but this was too restrictive and needed to be more responsive to changes in the tertiary sector and overseas qualifications. The CPQF was developed to identify the core and supplementary knowledge and skill areas acquired from a tertiary qualification that meet the requirements for child protection workers. It reflects the NEEDS of the Department rather than a compilation of what the universities offer. The CPQF allows the Department to be more flexible and broadens the number of qualifications accepted by the Department for Specified Calling positions, whilst still meeting the professional requirements. The CPQF was approved by the Department of Commerce in April 2010 and summary reports are issued every six months.

CHILD PROTECTION QUALIFICATIONS FRAMEWORK SCQAC – Specified Callings Qualification Assessment Committee Committee established to review and assess qualifications against the framework: consists of Executive Director (Metro or Country Services), District Directors from service delivery Directorates, management from AEC and management from LDC. FRAMEWORK CONTENT (SEE HANDOUTS) Only single qualifications are assessed – no diplomas, graduate certificates. A degree requires topics from at least FIVE knowledge areas: three core(inside wheel) and two additional (outside wheel) OR two core and three additional. Studies may cover all or part of the topics listed but topics from any TWO knowledge segments must be studied at depth in the 2 nd or 3 rd year of degree. When choosing degrees, cross reference with the Framework wheel and the Knowledge and Skills Descriptors handout. This will expand specific elements that need to be covered in your units.
