Chapter 27: Environmen and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 10: ENVIRONMENT AND CLIMATE CHANGE TRANSPOSITION VOCs Directives 1994/63/EC and 2009/126/EC have not yet been transposed into national legislation The Rulebook on Air Protection from VOC Emissions Resulting from Storage and Distribution of Petrol shall be adopted by the end of 2013 on the basis of the Law on Air Protection in accordance with the both VOC directives Draft Law on Transport of Dangerous Goods shall take into account this rulebook requirements (2013)

Chapter 27: Environment M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Petrol market in Montenegro Montenegro does not have its own petrol production - 100% is imported There are in total some 50 companies licenced to import petroleum derivatives. A number of them import fuel for its own needs There are 33 retailers that sell fuel at 88 public petrol stations

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Loading and unloading at terminals Port of Bar Handling operation for oil and its derivates on relation ship-installations and vice versa as well as supply of sea crafts are carried out on detached petroleum berths whose aquatorium depth amounts up to 14 m. The total capacity of reservoirs is 116.000 m3

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Implementation chalenges Purchase of required equipment (by distributors and service station owners) Establishing systems and procedures to test the pressure valves on mobile containers, to regularly check for leaks the connection lines and pipe installations at loading and unloading installations at terminals and to measure, check and analyze concentration of vapors from terminals

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Estimation of costs Recovery systems at storage installation estimated price per unit - 300 000 € (absorption) - 200 000 € (refrigeration) - 40 000 € (refrigeration for petrol stations) VOC II dispenser with recovery unit 2000 euro for each pistol (app. 8 000 per dispenser) + 5000 euro per system to control emissions during unloading (Annex III VOC I)
