Agreement on cooperation in VISS 16 Responsible person: SRDA and institution Work to be done: Before introducing an e-service, it is necessary to sign an agreement on cooperation in VISS between the institution* and SRDA, using the standard interdepartamental agreement form provided by SRDA *Pursuant to the State Administration Structure Law, the institution must harmonise an interdepartamental agreement with the higher institution (ministry), therefore additional time must be planned for this processState Administration Structure Law

SRDA registers an e-service 17 Responsible person: SRDA Work to be done: SRDA registers an e-service Transfers registration information to the institution, inviting it to develop and submit the plan for the introduction of an e-service Receives a filled-in e-service description template from the institution and supplements e-service registration information Informs the institution about the responsible contact person of SRDA, who will provide consulting support to the institution during the entire period of introduction and further maintenance of the e-service, as well as sends the following links to the institution: Registration information template Registration information template Guidelines for the development of e-service architecture Guidelines for the development of e-service architecture VISS access right forms VISS access right forms Instructions on filling in the PSD Instructions on filling in the PSD E-service development emulator E-service development emulator

18 4. Institution submits an introduction plan 18 Responsible person: Institution Work to be done: To be able to ensure the control of time limits and the timely reservation of SRDA resources, the institution submits a plan for the introduction of e-services

19 The introduction plan includes the following: 19 Start and end dates of acceptance testing End date of error correction Repeated e-service delivery date Date of installation of the repeated delivery in the product environment on Latvija.lv (5 working days before the introduction process) (ensured by SRDA) Start and end dates of repeated acceptance testing Verification of audit records on the part of SRDA (at least 5 working days) Submission date of the full delivery (the last current version of the executable code; design documentation, Administrator handbooks, terms of use of the e- service, instructions for the use of the e-service) Date of filling in a card of the Public Service Directory Date of harmonising and signing the acceptance testing certificate Date of introduction of the e-service in the product environment on Latvija.lv (10 working days before the introduction process) (ensured by SRDA).

Interdepartamental agreement on e-services 20 Responsible person: SRDA and institution Work to be done: It is necessary to harmonise and sign an interdepartamental agreement on e-service between an institution* and SRDA, using the standard interdepartamental agreement form provided by SRDA If the institution wishes to use other institution’s data in its service, it shall agree with the data provider and sign an agreement. After signing the agreement, the data provider sends a request to SRDA to allow using another institution’s data in the institution’s e-service by means of the IS service *Pursuant to the State Administration Structure Law, the institution must harmonise an interdepartamental agreement with the higher institution (ministry), therefore additional time must be planned for this processState Administration Structure Law

Institution requests and SRDA grants VISS rights to the developer of an e-service 21 Responsible person: Institution and SRDA Work to be done: Institution sends an official letter with a filled-in access right form, requesting for VISS access rights for the developer of the e- serviceaccess right form After receiving the letter, SRDA grants the referred to rights

Development 22 Responsible person: Institution and SRDA Work to be done: Institution organises the process of development of the e-service in compliance with VISS guidelines SRDA provides consulting support and follows the implementation and deadlines of the introduction plan E-service guidelines and standards

Acceptance testing 23 Responsible person: Institution Work to be done: Institution tests the final deliverable and informs SRDA once the e- service is ready to be transferred to products If testing results are unsatisfactory: It must be agreed on the introduction of new improvements of the e-service A new deadline must be set It must be agreed on repeated testing

Signing of an acceptance testing certificate 24 Responsible person: Institution and SRDA Work to be done: Institution informs SRDA about the period for which audit results must be summarised SRDA includes audit results in the acceptance testing certificate and the institution approves it Within 10 working days after signing the certificate, SRDA introduces the e-service into products in cooperation with the institution (Step 11)

Institution presents an e-service to SRDA 25 Responsible person: Institution Work to be done: Prepares the terms of the e-service, instructions and description of the Public Service Directory card Prior to introducing the e-service into products, the institution demonstrates it in person to the SRDA user support service and explains steps for the execution of the e-service and the business process SRDA uses this information to provide first-level consultations to the users of the e-service during the execution of the e-service, as well as to provide replies to the error messages reported by users

Introduction into products 26 Responsible person: SRDA and institution Work to be done: If testing has been successful, after signing the acceptance testing certificate, developers submit the e-service for placing in VISS and on Latvija.lv pursuant to set procedures Procedures according to which the software releases installation on technical resources in SRDA’s responsibility shall be delivered

Development and maintenance of an e-service 27 Responsible person: Institution Work to be done: The maintenance of the e-service must be ensured and improvements must be made, if necessary Taking into account that operation may last for 10 or more years, the institution must take care of the long-term development of the e-service

28 28 Create a convenient and friendly solution instead of transferring an intramural service into the e-environment 1:1 Assess time and human resources intended for the development and introduction of a service! Their unjustified reduction will lower the quality of the e-service, whereas increasing them may affect the context or topicality of the service Likewise, responsibly assess available funds and priorities, as well as whether you actually need to electronise everything The publication of an e-service is only the beginning — funds and human resources must be planned for maintenance Carry out the usability assessment of a service according to the skills of the end user (starting from usability to simple, understandable names and descriptions) Timely prepare for communication — announcement of a service, training of employees, client service for the users of the new e-service Recommendations for the most successful development of e-services We invite to cooperate with SRDA: communicate on time inform about your status request for consultations

31 Frequently asked questions Is it possible to use the data of other institutions in the e-service and how to do it? It is even recommended sharing information system services published in VISS. The institution agrees on the use thereof with the service manager. 31 Who tests the e-service? Testing is carried out by the institution that manages the service. SRDA, in turn, ensures the analysis of VISS environment audit records upon the initiative of the institution in order for the institution to verify the operation of the e-service and make improvements, if necessary. Who informs about the introduction of e-services into products? Institution is responsible for informing — a message must be sent to piegades@SRDA.gov.lv and to the responsible contact person of SRDA for information.
