Establishment of Skill Development Councils under section 4(2) of the Ordinance
It is essential to set up new Skill Development Councils at the industrial hubs, so that the training facilities could easily be approachable to the local residents.

Initially it is proposed that Skill Development Councils may be approved to be established at Industrial Hubs of the Country.
The Board is requested to consider and approve the proposal in principle. Due process will be initiated accordingly.

21. Implementation of PM’s Youth Training Programme by NTB
Prime Minister’s Training Programme for providing technical Vocational Training to the youth to increase employability providing skilled workforce to the industry.
Since the Technical Vocational Training comes under the ambit of National Training Board, it is important that the said training programme should be launched through NTB secretariat.

22. Establishment of Provincial Training Boards
The section 4(2) of National training Ordinance 1980 (amended 2002) provide for the constitution of Provincial Training Boards to be constituted by the respective Provincial Governments in the provinces, Provincial Training Boards also remained adornment for more than years, like NTB Board.
In order to make National Training Board fully functional as per mandate and ensure implementation of National Training Ordinance, it is important to constitute Provincial training Board in the Provinces. Which continued to be federal entity after 18th Constitutional Amendment.
