NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 4 Meetings Commercial Mobile Alert Service (CMAS) meeting – July 30, 2009 –Purpose: participated in the DHS S&T Command, Control and Interoperability Division (CCI) Commercial Mobile Alert Service (CMAS) Forum held in Crystal City, Virginia. The CMAS Forum convened key stakeholders within the alerts and warning community to address critical issues and determine next steps for the CMAS research, development, test and evaluation (RDT&E) program. –Representative: Marilyn Ward Narrowbanding and Interoperability – August 11 & 25, 2009 –Purpose: conference calls provided stakeholders the opportunity to make recommendations on how OEC can enhance its services to address current needs related to narrowbanding and related interoperability challenges. –Representative: Ralph Haller FCC Meeting – September 25, 2009 –Purpose: Discussed the 700 MHz Broadband Network Requirements Task Force and UHF/VHF filings –Representatives: Dave Buchanan, Stu Overby, Marilyn Ward, & Jim Weichman Congressional Visit – September 25, 2009 –Purpose: 700 MHz Broadband Network Requirements Task Force Final Report –Representatives: Dave Buchanan, Stu Overby, Marilyn Ward, & Jim Weichman House Subcommittee Hearing – September 24, 2009 –Purpose: to House Subcommittee on Communications, Technology and the Internet, at a hearing focused on three main proposals that have emerged in the aftermath of the unsuccessful "D Block" auction in 2008. –Representative: Webinar – October 28, 2009 –Purpose: Narrow banding webinar explained the FCC requirement that land mobile radio systems on spectrum between 150 MHz and 512 MHz be able to operate in 12.5 kHz-wide channels or equivalent efficiency instead of 25 kHz-wide channels by 2013. –Presenter: Ralph Haller

Lance Valcour, CITIG –Elected to serve on the International Association of Chiefs of Police (IACP's) Law Enforcement Information Management (LEIM) Board at the IACP's annual meeting held in October in Denver, Colorado

February 23, 2009 – NPSTC Comments: Response to the guidelines proposed by the NTIA affecting certain recipients of PSIC funding. February 23, 2009 – Joint Letter: A letter was filed this afternoon by CTIA, APCO, NENA and NPSTC urging swift FCC action on the wireless mics item on circulation. February 18, 2009 – NPSTC Petition for Rulemaking: Recommending the Commission amend its rules which address land mobile/television sharing criteria in the 470-512 MHz band. January 12, 2009 – NPSTC Comments: Response to the Commission’s Notice of Proposed Rulemaking regarding digital television translators.

We will review comments filed by others (11/23 due date) and quickly draft any necessary replies for approval TBD – NPSTC Comments: Region 55 Petition regarding Cross border interoperability at 800 MHz. The FCC has not yet placed on public notice. TBD – Petition for Rulemaking: Rulemaking on Airborne Use of Certain 700 MHz Channels. Petition Draft to the Governing Board will determine the timing on filing.

NPSTC is a federation of organizations whose mission is to improve public safety communications and interoperability through collaborative leadership. 13 Governing Board Session Governing Board Session Spectrum Management Committee 470-512 MHz Working Group –Low Power Digital TV Digital LPTV applications in CH 14-20 are being submitted and “accepted for filing” by FCC Applications processed by FCC Media Bureau, unclear if any coordination with PS/HLS Bureau Show up in generic FCC public notice of various broadcast applications – hard for PS to monitor activity Applicants are supposed to protect LMR use in 14-20 but LPTV apps often do not include any such showing Recommend NPSTC raise issue with FCC PS/HLS Bureau – need better way to flag applications Once flagged, we also will need technical analysis to assess potential impact on 14-20 LMR operations
