Individual Graduation Committee SB 149 would require a school to establish an Individual Graduation Committee (IGC) to review students who have completed all curriculum requirements for graduation but have failed to comply with the end-of- course assessment instrument performance requirements for not more than two courses Students may go before the IGC to get a plan to satisfy additional requirements to receive their high school diploma Students are only eligible for an IGC at the end of or after their 11 th grade year 2

Committee Principal or Designee Teacher of course for each end-of-course assessment instrument on which the student failed to perform satisfactorily Department Chair or Lead Teacher supervising teacher described above Parent or person standing in place of parent Student Advocate if parent is unable to serve Student if applicable (if at least 18 or an emancipated minor) For the 2014-2015 school year, the school district may establish rules for appointing alternative committee members 3

Steps Identify students who did not meet the passing standard on the second attempt of not more than two End-of-Course assessments Set date, time, and committee members for IGC meeting Send notice to committee members of IGC meeting Receive Parent Confirmation of Participation in IGC meeting Hold IGC meeting to review student’s records and assign additional requirements (1 st meeting) Document meeting with meeting minutes 4

Steps (continued) Review scores from latest administration in early June Students passing no longer need to complete requirements Students that did not pass must complete additional requirements, attend accelerated instruction, and take the July administration of the EOC exams Hold final IGC meeting at the end of July – early August to review completion of requirements (2 nd meeting) Document meeting with meeting minutes IGC makes final decision (without appeal) Mail IGC Decision and a copy of the meeting minutes to parents Place all document forms and copies of the items submitted by the student for review in folder and archive records 5

Requirements In order to be considered for a high school diploma under SB 149, a student is required to do the following: The Evaluation and Assessment Department is reviewing the additional requirements of SB 149 and will generate a list of students that pre-qualify for continuation of an IGC based on the standards set forth by the district Complete a project or portfolio in the subject area of the course in which the student failed to perform satisfactorily on the EOC which demonstrates proficiency in the subject area (guidelines/rubric will be provided by T&L) Student must attend additional remediation in the subject area of the course in which the student failed to perform satisfactorily on the EOC Student must attend accelerated instruction June 9, 10, 11, 15, 16, 17, 18 Student must retake the EOC exams during the July administration 6

IGC Review Items (continued) Satisfaction of any of the Texas Success Initiative (TSI) Successful completion of a dual credit course in English, mathematics, science or social studies Successful completion of Pre-AP, AP, or IB program course in English, mathematics, science or social studies Rating of advanced high on the most recent high school administration of TELPAS Score of 50 or greater on a College-Level Examination Program examination Scores on ACT, SAT, or ASVAB Completion of course under CATE required to attain an industry- recognized credential or certificate Overall preparedness for postsecondary success Any other academic information designated for consideration by the board of trustees of the school district 8
