Taylor Family YMCA......let’s take a look back and forward!

Key findings from the Quality of Life survey found that when asked what facility the community needs the most, two facilities were in a statistical tie for first place-a YMCA facility (26.3%) and a Teen facility (25.15%). Also in 2004, the City of Taylor, Johns Hospital and YMCA of Greater Williamson County formed a joint committee to address important community needs.

So, why doesn’t the YMCA just build a facility in Taylor? Round RockTaylor Population: 160,691 Average Income: $86,774 Average Membership: 4.8% (if full facility built) Actual Membership: 9.5% (4,600 units/17,000 people) Population: 16,874 Average Income: $54,237 Average Membership: 8.3% (if full facility built) Actual Membership: 11.5% (640 units/2,240 people) $3 Million operating budget which sustains all annual operating costs. $491,844 operating budget which does not sustain all annual operating costs. Remember, this is without a full facility.

So, what does the comparison between the two communities tell us? Round RockTaylor Regardless, of the population, average income, small town or big city...they all want the same amenities in a recreation center to adequately service all sects of their respective communites. The only way to accomplish this in a smaller population is through public and/or private partnerships that share a similar mission and vision of serving the community. And, as you know...that’s what we’ve been trying to do!

In 2004, the City of Taylor, Williamson County and YMCA of Greater Williamson County broke ground for future recreation amenities at the East Williamson County Park!

The result was a jointly funded county/YMCA temporary fitness/teen facility located at the CVS site on West Lake Drive! About $800,000 was spent to open this facility on April 8, 2006!

Since opening the facility...the Y has provided scholarships to almost 2,000 individuals resulting in approximately $300,000 in financial assistance back in to the Taylor community for those that need services, but cannot afford the fees.

In the meantime...the City of Taylor and the YMCA co- designed the future recreation facility to be located at the Taylor Regional Sports Complex and planned for a future bond election to construct the facility.

In 2010, the City of Taylor went out for a bond election to construct a recreation facility to be operated by the YMCA....and, the election failed. Remember...why would this bond funded facility have worked for both the YMCA and the City? City bonds are reimbursed by property taxes...and operating costs could be shared by the YMCA, the City and any other partners and/or tenants.

During all this time...the YMCA has subsidized the Taylor Family YMCA temporary facility in the following amount... $687,237 $752,884 $829,402 $797,848 $803,726 Total Subsidy after 5 years is $1,223,436 Operating Subsidy Required (274,217)

Ok...so, we had a failed bond election...we’re continuing to subsidize the operation heavily, but annually we serve thousands of Taylor and East Williamson County people with our YMCA mission...so, was there a “hail mary” plan?

Ok...what’s the bottom line? Our original decision to underwrite and subsidize the cost of a temporary Taylor facility was motivated by an understanding there was community support for a future YMCA/City recreational facility The “Hail Mary” plan requires multiple partners to offset ongoing annual subsidy shouldered currently by the YMCA The RFP’s from the Hospitals contacted did not reflect a commitment to partner in Taylor, Texas If no other significant partners are identified, then…

Ok...what’s the bottom line? The only remaining option for the YMCA of Greater Williamson County to continue facility operation in Taylor will require a significant level of partnership from the City to construct and help offset the annual subsidy required for a balanced operation…what could this look like? Construction City funds construction of the facility YMCA funds equipment for the facility Operation YMCA operates facility (salaries, supplies, insurance, janitorial, scholarships) YMCA & City share operating loss through arrangements such as… ~Waived facility use lease fees for the YMCA in return for YMCA services and management for regional sports complex ~City underwrites utilities, daily & long-term maintenance, pool chemicals (similar to our current pool contracts) ~Other? The current YMCA facility lease is in effect until December 31 st, 2011. If the YMCA does not secure confirmation of a partnership approach that will help defray/share the annual operating subsidy, then the YMCA will cancel its lease effective June of 2012.

In closing... We look forward to any opportunity of partnering with the City of Taylor for continued YMCA/recreation services in this very deserving community.
