3 Final Project  Write a detailed report on a specific domestic environmental issue that you have chosen and that has been approved by your instructor.  Select an environmental issue:  Describe the issue.  Identify the primary stakeholders involved and specify what their interests are,  Report on the actions taken by various stakeholders,  Explain how environmental policy has been developed and modified at federal, state, and local levels pertaining to your issue,  Research and explain the current status of the issue.  Suggest a proposed resolution to the issue and explain how each stakeholder might be persuaded to accept this resolution.

4 Final Project(cont’d) In addition to fulfilling the specifics of the assignment, a successful paper must also meet the following criteria:  Paper Length should be 2,500 to 3,000 words, excluding cover page and references page: double-spaced 10-12 point font (Ariel, Courier and Time Roman acceptable).  Presented in memo format.  Assignment should follow the conventions of Standard American English (correct grammar, punctuation, etc.).  Writing should be well ordered, logical and unified, as well as original and insightful.  Your work should display superior content, organization, style, and mechanics.  Provide citations in APA format in the text of the memo itself. (Do not use footnotes).

11 HYPOTHETICAL BigCo, a major corporation, is planning to build a factory that produces solar panels. The factory will be built on 20 acres and employ 200 people. Factory employees will work round- the-clock because demand for solar panels is increasing so rapidly. BigCo is considering two alternative sites for its factory: one is on farmland in upstate New York near Buffalo; the second site is in Texas in an industrial area within the Houston city limits. Be prepared to discuss who would want the new factory in their state and why. Think about who would oppose it. What might the New York governor’s position be? What might the Texas governor think about this prospect? What environmental laws might be applicable? What incentives might be given to BigCo to persuade it to site its factory in one state rather than the other?
