Overview Due Date: Application must be received by Grants.gov no later than 11:59:59 p.m. Eastern time on the due date. The due date will be no less than 30 days from the NOFA publication date. Applications must be RECEIVED and VALIDATED by Grants.gov by the deadline date and time. Funding Available: approximately $75 million. 3

Overview Please read the entire NOFA carefully to ensure all threshold and eligibility requirements are met (otherwise you will be ineligible for funding). Please also read the FY 2015 General Section carefully. The General Section and the NOFA comprises the full set of application submission instructions that are applicable to the program. 4

Major Changes – No Rental Assistance Demonstration (RAD) Priority Per the RAD notice and the FY 2014 FSS NOFA, PHAs that had committed to provide vouchers under RAD's Choice-Mobility Commitment to the covered PBRA project of a PHA or Mod Rehab owner without a voucher program, were given priority for new FSS positions if funding remained after eligible FSS applicants were funded for the renewal of existing coordinator positions. The RAD priority and any funding categories related to such RAD priority have been removed from the FY 2015 FSS NOFA and the RAD notice. 6

Major Changes – Project Based Rental Assistance (PBRA) Residents As of the FY2015 appropriations law, PHAs and/or PBRA owners may offer enrollment in FSS to residents in projects converted to PBRA that were not enrolled in the FSS program prior to the RAD conversion and to any other residents at the project. PBRA owners that are not PHAs may implement their own FSS programs but are not eligible to compete for funding under this NOFA. PHAs awarded funds under this NOFA may serve any PBRA resident (affected by RAD or not) under their FSS programs with funds awarded under this NOFA. More information can be found in Section III.C.1.d "Rental Assistance Demonstration" of the NOFA. 7

Major Changes – Funding Category Part-time Renewal Positions converting to a Full-time Position A new funding category has been established which allows for funding increases for renewal positions that are increasing from a part-time to a full-time position. 8

Major Changes –Logic Model Reporting The deadline for submission of the annual Performance Report (the updated logic model) and the reporting period have changed. 9

Eligible Applicants Due to the limited funding available under this NOFA, applicants will only be eligible for funding under this NOFA if they meet one of the following criteria: ▫the applicant was funded under any of the FY 2012, FY 2013, and/or the FY 2014 FSS NOFAs, or ▫the applicant received an FSS program through a transfer or consolidation from a PHA that was funded under such NOFAs. 10

Eligibility - Joint Applicants As in FY 2014, eligible applicants who previously applied jointly under the most-recently funded NOFA may not apply separately. HUD adopted this policy due to the potential effect allowing joint applicants to apply separately could have on the amount of funding awarded to PHAs. The NOFA welcomes feedback on whether such a policy is too restrictive. ▫Any feedback can be directed to FSS@hud.gov. FSS@hud.gov 11

Target Period June 1, 2014 to May 31, 2015 This is the period HUD will use to review data in PIC to verify number of participating families and other relevant information. 12

Number of Families Served Eligibility will still be based on the number of FSS program participants in the applicant’s FSS program during the target period. The formula remains the same as in prior years: ▫15 families to support one part-time position, ▫25 families to support one full-time position, and ▫an additional 50 families to support each additional position beyond the first full-time position (75 families for two full-time positions, 125 families for three full- time positions, etc.) 13

Number of Families Served This year, the formula will be applied to an applicant’s FSS families overall. In FY14, in order to allow PHAs to transition to a combined program without losing coordinator positions, HUD calculated the number of families served in two ways for renewal positions and used the calculation that yielded the higher number of renewal positions. 14

Number of Families Served FY 2014: PHA A was funded for 2 full-time renewal FSS coordinators. Calculation 1: Applying the formula separately results in eligibility of 2 full- time renewal FSS Coordinators (28 HCV FSS families supports 1 FT position, 25 PH FSS families supports 1 FT position). Calculation 2: Applying the formula to the applicant’s FSS families overall results in eligibility of only 1 full-time renewal FSS Coordinator (53 families overall only supports one full-time position). Number of Families Served How does the formula apply to applicants who were funded in FY 2014 for part-time positions beyond the initial position (e.g. 1.5, 2.5 positions)? If either of the two conditions below are met, the applicant will be eligible for the cap on number of renewal positions and the cap on funding amount for renewal positions. Applicant has at least the same number of FSS families as in FY 2014, or Applicant has at least the number of FSS families required for the next full-time position. 16

Number of Families Served How does the formula apply to applicants who were funded in FY 2014 for part-time positions beyond the initial position (e.g. 1.5, 2.5 positions)? In FY 2016, the applicant will need to increase the number of FSS families in its program to the number of families required for the next full-time position to continue to be eligible for the same number of renewal positions and funding amount. 17

Number of Families Served This year, PHA A will be eligible for 1.5 renewal FSS coordinators at $89,000 because they have 72 FSS families in their program (more than what they had in FY 2014). Appendix D As in prior years, the number of FSS families in each eligible applicant’s FSS program (as shown in PIC) is part of a report that is included as an appendix to the NOFA. Appendix D does not cover the full target period (6/1/2014-5/31/2015) because the target period ends close to publication of the NOFA and HUD needed enough time to complete the pull and perform any necessary data checks. However, it is expected that most applicants will not see an impact in their eligibility as a result, and won’t need to submit documentation to correct this data. 19

Appendix D – Supporting Documentation All applicants must include documentation with their application to confirm the correct number of FSS program participants during the target period, if and only if any of these situations apply: 1. You are requesting more renewal positions (i.e. positions funded under the FY 2012, FY 2013, and/or FY 2014 FSS NOFAs) than the "number of FSS coordinators supported by PIC data (as listed in the PIC report), 2. Your data is missing from the PIC report, but you are an eligible applicant, 3. You are a tribe/TDHE, 26

Funding Priority Categories 1. Renewal positions ▫As in FY 2014, if HUD receives applications eligible for funding under funding category 1 that are greater than the amount made available under this NOFA, HUD will equally prorate each award. 2. Funding Increase for Eligible Applicants Increasing from a Part-time Renewal Position to a Full-time Position ▫Applicable only to applicants whose “cap on number of renewal positions” is 0.5, 1.5, 2.5, etc. ▫HUD will fund positions under this category starting with applicants with the highest client-to-staff ratio (shows the coordinators with the highest caseload). 29

Funding Priority Categories 3. New positions ▫Applicants may only request and be funded for a new full-time position(s) under this category. ▫HUD will fund new positions under this category in a round robin fashion starting with applicants with the highest client-to-staff ratio (shows the coordinators with the highest caseload). 30

Funding Priority Categories Applicants submit only one application, even if applying under more than one of the funding categories. The application form (HUD 52651) will indicate to HUD what the applicant is applying for. Carefully read the instructions on how to fill form HUD-52651 (see Section IV.B.2.c of the NOFA). 31

Rating and Ranking The Department will not implement the rating and ranking factor proposed under the FY 2014 NOFA in this FY 2015 FSS competition. However, the Department plans to further evaluate alternatives for rating and ranking applicants, which may be implemented starting with the FY 2016 FSS NOFA. 32

Eligible Activities Remain the same as last year. Funding under this NOFA may be used to serve both PH FSS and HCVFSS participants. See the NOFA for applicable restrictions applicable to FSS funds awarded under FY2013 (or earlier) NOFAs. 33

Ineligible Activities Remain the same as last year’s NOFA. Performance of routine HCV or PH program functions to enhance the effectiveness of FSS. ▫The NOFA clarifies this provision is to be employed only to the extent that these functions enhance, and do not interfere with, the FSS Coordinators’ ability to fully fulfill the role of the FSS Program Coordinator as his or her primary work. ▫Performance of routine HCV and/or PH functions for non-FSS families does not enhance the effectiveness of the FSS program and is therefore an ineligible use of FSS funds. 34

Participants Moving Between PH and HCV The participant will no longer need a new FSS contract. The PHA must continue to set up separate PH and HCV escrow accounts for the participant. See Section III.C.1.c of the NOFA for more details. 35

Salary Comparables For all positions requested under this NOFA, evidence of salary comparability to similar positions in the local jurisdiction must be kept on file in the PHA office or tribe/TDHE. HUD reserves the right to request the local comparables at any time. 36

Salary Cap Salary caps remain the same: ▫Up to $69,000 in salary and fringe benefits for each full-time coordinator position, and ▫Up to $34,500 in salary and fringe benefits for each part-time position. 37

Funding Increases Applicants may request a funding increase for a part-time renewal position that is increasing to a full-time position under this NOFA’s second funding category. ▫The funding increase is based on the applicant’s request subject to the salary cap of $69,000 for a full-time position. Funding increases may not be requested under any other scenario. 38

Threshold Requirements There are 2 General Section Threshold Requirements this year: ▫Timely Submission of Applications; ▫Resolution of Civil Rights Matters (prior to application deadline) There are no program-specific threshold requirements. Applicants that do not meet the threshold requirements will not be evaluated. 39

Registration Process – Grants.Gov Registration for Grants.gov is a multi-step process that can take approximately 2 to 4 weeks or longer to complete if there are data issues to be resolved. Applicants that do not have a valid registration will not be able to submit an application through Grants.gov. 42

Registration Process – Grants.Gov If your Authorized Organization Representative (AOR) has changed, follow the registration steps below to have a new one registered and authorized to submit the application. 1.Complete your AOR profile on grants.gov and create a username and password. The DUNS number is needed to complete this step; 2.The applicant organization’s E-Business Point of Contact (E-Biz POC) must login to Grants.gov to confirm the AOR; 3.The AOR confirms his or her status as ―authorized applicant to submit an application on behalf of the organization. 43

In extreme circumstances an applicant may receive a waiver from the requirement for electronic submission. See Section IV.A of the NOFA for more information. 45

Application Submission Process: DUNS Number and SAM Registration Ensure that you have a valid DUNS number and active SAM registration; otherwise you won’t be able to submit your application. ▫SAM registrations must be renewed and revalidated at least every 12 months from the date the applicant last certified and submitted the registration in SAM, or sooner if the applicant's information changes. ▫It takes 48 to 72 hours to complete the revalidation processes. However, obtaining an initial SAM registration can take up to four weeks. 46

Note on Faxes Use HUD-96011 as the cover sheet if you submit any fax attachments or they will NOT be attached to your application. Make sure to use the fax cover sheet from the same application package that you submit (especially important if you download more than once). ▫If the unique identifier on the Facsimile Transmittal form does not match the unique identifier in your application, HUD will not be able to match the faxes received to your application submission. 61

Note on Faxes If you re-submit an application that was previously validated by grants.gov, all documents faxed in support of the original submission must either be attached to the Grants.gov resubmission or faxed again using the form HUD-96011. Form 96010 – Logic Model The Logic Model has the same functionality and content changes as in the FY2014 Logic Model. ▫For example, all “projection” and “annual” fields are unlocked, so that there is no longer any “locking/unlocking” required for reporting. Applicants are only submitting one Logic Model under this NOFA, which includes projected measures for PH and HCV persons or households (as applicable). 68

Form 96010 – Logic Model As in the FY2014 Logic Model, you must provide a projection for every Activity/Output and every Outcome listed, even if that projection is ZERO. Reporting – Logic Model Grantees will submit the annual Performance Report (the updated Logic Model) to the ONAP/Public Housing Director at the grantee’s local HUD field office no later than January 30, 2017, unless granted an extension by HUD. The reporting period will cover the 2016 Calendar Year (1/1/2016-12/31/2016). 71

Reporting – Logic Model You may enter a number other than zero “0” in the annual columns even if you had previously entered zero “0” in the Projection columns for the same activity/output or outcome, only if you engaged in the activity or achieved the outcome during the reporting period. ▫If you did NOT engage in the activity or achieved the outcome as you had originally projected, you must enter zero “0” in the Annual columns. 72

Reporting – Logic Model In this example, the applicant had projected that 0 families would be linked to child care services, but ended up linking 15 families to child care services during the reporting period. Reporting - PIC Reporting also includes entering information on the FSS addendum on form HUD-50058. ▫Enrollment and exit reports are completed at the beginning and end of the family’s participation in FSS. ▫A progress report must be completed at least annually during each family’s participation in the program. ▫See PIH Notice 2011-65 for more details on FSS PIC reporting requirements. 74

Reporting - VMS Due to the combined funding streams, PHAs will no longer use VMS to report HCV FSS coordinator expenses for funds made available under this NOFA. ▫However, PHAs must continue to report HCV FSS coordinator expenses into VMS for HCV FSS funds made available under the FY 2013 (or earlier) HCV FSS NOFA. PHAs must continue to enter the amount of HCV FSS escrow deposits and HCV FSS escrow forfeitures into VMS. 75

Reporting - VMS Amounts expended in excess of the FSS grant for the FSS coordinator’s salary and benefits (as well as additional costs associated with the administration of the FSS program such as office space, computer costs, office supplies, etc.), which are allocated to the HCV program must be reported in VMS as administrative expenses. 76

Reporting - VMS PHAs with an FSS program serving both PH and HCV families with costs not chargeable to funds awarded under this NOFA will be required to develop a cost allocation method that allocates these expenses fairly between the two programs. Once You’ve Submitted Your Application… After your application has been received, your application still must be validated by Grants.gov. During this process, your application may be “validated” or “rejected with errors.” To know whether your application was rejected with errors and the reason(s) why, you must login to Grants.gov, select “Applicants” from the top navigation, and select “Track my application” from the dropdown list. 79

Once You’ve Submitted Your Application… If your status is “validated” your application will be forwarded to HUD by Grants.gov. DO NOT ASSUME that the application has been successfully submitted until you receive the validation notice. The Department recommends that applicants submit their applications at least 48 hours before the deadline. ▫A submission attempt less than 48 hours before the deadline may not allow the applicant enough time needed to research the reason for the problem and overcome the difficulty. 80

Once You’ve Submitted Your Application… If your application is received by Grants.gov before the deadline, but is rejected with errors, you have a grace period of one day beyond the application deadline to submit a corrected application that is received and validated by Grants.gov. There is no grace period for paper applications. 81

Application Status HUD has received the application you submitted when it says “Your application has been reviewed by the Grantor agency and assigned an Agency Tracking Number.” That means it’s been received and validated. There’s nothing else that Grants.gov can tell you after this. 82

Application Status - Hints If there is a problem with your application submission, an email will be sent to the person designated in your REGISTRATION, not in your APPLICATION because we will not have been able to read your application yet. Make sure that the person designated in your REGISTRATION is checking his/her email in anticipation of a validation email. 83

Other Hints Make sure that someone will be available to cure deficiencies, both at time of application submission and during the competition processing time! If the point of contact for the application goes on vacation, designate someone to cover for them and make sure any emails sent to the point of contact are forwarded to the designated person. 84

Other Hints SAVE every email correspondence, email validation, the log number/call number every time you call the help desk, etc. These may become crucial if there is a problem. SAVE all fax transmission sheets that your fax machine produces. 85
