The Texas Workforce System All government resources directed to one state body Allocated to designated workforce development areas Overseen by a locally appointed Board of Directors To provide workforce development services that meet local needs WIOA-funded services TANF/Choices Employment Services Supplemental Nutrition Assistance Employment & Training Federal and ‘other’ funds contributed to TWC FY 2014 Budget to support the Texas workforce system. Using allocation formulas, the TWC block granted $962 million to 28 local workforce development boards Each board is tasked to administer all TWC services to its respective workforce development area Services are provided by several private and public organizations, contracted and monitored by each local board Services to employers The Texas Workforce Commission (TWC) receives Federal and other funding. In FY2016, approximately $962 million was allocated to the 28 Workforce Development Boards. Ticket To Work Child Care

Work Opportunity Tax Credit A Federal Income Tax Credit that reduces the federal tax liability of Employers. Re-authorized by American Tax Payer Relief Act of 2012. Private for profit employers and qualified “tax- exempt” organizations, can claim the credit. To qualify - Employers must hire eligible individuals from the eligible target groups.

Target Groups Unemployed Veterans – Up to $5,600 Disabled Veterans – Up to $9,600 Veterans Receiving SNAP Benefits – Up to $2,400 Summer Youth – Up to a $1,200 Other Groups – Up to a $2,400 Work Opportunity Tax Credit

WOTC Application Requirements Complete IRS form 8850 (Prescreening Notice and Certification Request) Complete ETA-9061 (Individual Characteristics Form) Forms must contain original signatures from employer and new hire Work Opportunity Tax Credit

Provides training funds to for-profit businesses with fewer than 100 employees! Benefits of providing employees with Skills training. Increases competitiveness Upgrades current full time employees skills Prepares newly hired full time employees for job requirements Skills for Small Business

Employers must be private, for-profit businesses with fewer than100 employees. Grants pay for course tuition and fees up to: $725 for existing full time employees $1,450 for newly hired full time employees Per employee - Per 12-month period Employers can also participate in training Skills for Small Business

Employers: Determine full time employees to receive training Select course(s) to be taken Apply directly to TWC Skills Team assistance available TWC: Reviews and approves the application Helps enroll employees in courses Pays the college for tuition and fees Skills for Small Business

Customized Curriculum and Training Methods Specific to employer’s unique needs Can include: Classroom, online, on-site, hands-on and simulation training Limited subject matter expert 3 rd party provided training Limited proprietary training topics and materials Skills Development Fund

Cost per trainee target of $1,800 Single-business project can be up $500,000 12-month training period Typical Skills Development Fund Grant Eligible Applicants and Grant Recipients Public community or technical colleges, the Texas Engineering Extension Service (TEEX), or a 501(c)(3) Community-based organizations (CBOs) in partnership with a college Skills Development Fund
