How Do We Measure Impact Outcomes - Well being survey - RCT Cost effectiveness - Cost benefit analysis - Benefit realisation
7
Policy Recommendations Invest in research proven blue chip prevention & early intervention programmes. Avoid investment where there is little evidence of effectiveness. Keep abreast of latest research findings to determine how to use taxpayers money wisely. Evaluate funded programmes to determine if benefits exceed cost. Pay attention to quality control and fidelity.

Case Example Incredible Years Incredible years pilots in 6 children’s centres (RCT’s) Cost of conduct disorder (Scott, Knapp Maugham 2001) 10x no behaviour problems plus demand on services Largest cost crime – US studies (Tom Dishon) adolescent delinquency £56000 - £232000 & adult crime $1.2m Success rates of evidence based programmes for very young 75% in adolescents 25% Benefit realisation includes savings 2.1 over 15 years

Recommendations for Measuring Impact Robust data Standards of evidence on what works Systematic reviews RCT’s Service design Cost benefit analysis Cost benefit realisation Programme management

Lessons Learned Developing an evidence base… A more coordinated and strategic approach to evaluation, research and monitoring. Raising the standards of evaluation studies… build local research capacity (Marmott Review 2011) Involvement of wider partnership in developing strategy and commissioning. Ownership and implementation a challenge – implementation tends to revert back to established paths. Opening up tools and methodology to partnership peer review and scrutiny is healthy.

Lessons Learned Cont’d Communication and making EBP “business as usual”. Culture change required. Engagement with core services. Engagement with community and parents. Implementation, evaluation and benefit tracking – work in progress. Fidelity. Governance. Investors v beneficiaries.
