www.nsz.gov.rs The National Employers Survey 2013 – the annual national survey on the needs of employers in Republic of Serbia was conducted for the third time in 2013 –the system of forecasting labor market trends and needs: in Republic of Serbia was established by the Law on employment and unemployment insurance (2009) –some early conclusions are that the negative trend of employment will be finished because the unemployment rate will drop from 26,1% in 2014 to 23,8% in 2015

National employment service www.nsz.gov.rs The National Employers Survey 2013 – the main goals of employers survey in Republic of Serbia are defined in strategic documents: –matching demand and supply and establishing the system of forecasting labor market trends and needs: Law on employment and unemployment insurance (2009) –reducing unemployment rate through improved performances in the field of labor market trend forecasting – the results of the employers survey 2013 should primarily be used on the local level –the local reports are much more important as a tool for adequate planning than the national report

National employment service www.nsz.gov.rs –the survey covered questions on the competencies, abilities and personal traits, which can be useful information for the action plans –research tool: questionnaire form –field and online research –National Employment Service trained employment counselors collecting data and carring out the research – covered all the economic sectors – micro companies and entrepreneurs participated in the research through online survey The National Employers Survey 2013

National employment service The National Employers Survey 2013 www.nsz.gov.rs –the sample: more than 7.300 companies (survey carried out in 2013) – the response rate of the employers’ sample was 75 percent –the research is carried out every year –the role of social partners is very important - taking part in defining and preparing the questionnaire form

National employment service www.nsz.gov.rs T he National Employers Survey 2013 - Conclusions: -inadequate qualification structure of the unemployed requires the reform of educational system (mainly the system of secondary vocational education), and establishing a system of short trainings on the labour market - employers are gradually replacing workers with no vocational education with workers of the medium level of vocational education and they are at the same time increasing the demand for workers with higher and high degree of vocational education

National employment service - Conclusions: -similar results presented every year can be a good source of information for policy measures and programs planning in the labor market -still not reliable instrument for targeting active policy measures, because of instable economic and political environment or the quality of future planning also includes other complex socio economic data Labour market analysis and forecasting labour market needs in the Republic of Serbia www.nsz.gov.rs

National employment service www.nsz.gov.rs The National Employment Action Plan -the main instrument for implementing the active labor market policy in Republic of Serbia -key policy objectives and priorities are defined in NEAP every year -social partners, relevant institutions and other stakeholders are involved in the development and definition of objectives and priorities of the employment policy

National employment service www.nsz.gov.rs The National Employment Action Plan for 2014- employment policy objectives and priorities -improvement of labor market conditions and labor market institutions: through providing technical assistance and encouraging the establishment of employment councils -fostering employment and social inclusion of hard-to- employ individuals, developing social entrepreneurship and supporting regional and local employment policy -improving the quality of labor force and investing in human capital, through implementation of further education and training programmes

National employment service The National Employment Action Plan for 2014 Special attention should be paid to improving the labour market position of specific/vulnerable groups, who have difficilties in finding employment such as: -youth -women -Roma -unemployed without qualifications -persons with disablities -elderly -redundant -the share in unemployment of this groups is very high : young people, the elderly and people with no or low qualifications www.nsz.gov.rs

National employment service www.nsz.gov.rs The National Employment Action Plan for 2014 -services for young people (15-30) - employability assesment and determing individual plan within 3 months - counseling and promoting self - employment -services targeting people without or with low qualifications - providing support through active job search training (special training programme was designed, emphasizing the problem of lost motivation and skills in active job searching) - public works: targeting hard to employ unemployed and unemployed in social need, in the field of social, humanitarian and cultural activities -services targeting redundant - aimed at preventing unemployment, before potential redundant workers register with NES - after redundant worker register with NES: through counseling, promoting self - employment

National employment service www.nsz.gov.rs -new job clubs within NES are opened and number of unemployed individuals using these job clubs increased, mainly targeting vulnerble categories -mobile employment units for rural areas far from NES branch offices organized: for jobseekers living in remote locations, distant or rural, are informed about NES services, rights and opportunities to participate in active labor market The National Employment Action Plan for 2014 New priority measures and activities for improving labor market conditions:
