Mayor Joseph A Curtatone Office of Strategic Planning & Community Development Overview of City Process Municipal Review Process: The City recently formed a Medical Marijuana Treatment Facility Advisory Committee, which includes representatives from the City’s Department of Health and Human Services, the Planning Department, and the Police Department. The Advisory Committee will serve to administer a fair and objective municipal review process for all parties interested in opening a Medical Marijuana Treatment Facility in Somerville. The Advisory Committee will rank applications based on a standardized set of criteria, and will provide these rankings to the Mayor, at which point the Mayor will determine whether or not to provide a letter of support or non-opposition to any Applicants. Once the letter is provided, Applicants may proceed to apply for a Special Permit to establish a Medical Marijuana Treatment Facility in the Medical Marijuana Overlay District.

The City will rank applications that are submitted, and may choose to provide a letter of support and/or letter of non-opposition to zero, one, or two entities in each of the three districts.

22. Mayor Joseph A Curtatone Office of Strategic Planning & Community Development Questions How long will you take? The advisory committee will begin reviewing applications on May 20, 2016. The committee will work as quickly as possible, but may seek to hold interviews with applicants. The advisory committee STRONGLY URGES applicants to file applications on May 20, 2016. While the committee will continue to review applications that it receives after this date, the City intends to limit the total number of letters that it will provide in each district, therefore later applicants may find that the city is providing no further letters in their district.

23. Mayor Joseph A Curtatone Office of Strategic Planning & Community Development Questions What if I don’t have a site? Please work to find a site, having a site selected is strongly encouraged. While applications will be accepted and reviewed even if no final site is selected, a district must be selected. Applications are intended to be site specific, as we expect applicants to be seeking their ‘siting profile’ review at the time that they are filing an application for our review. A site need not have a completed lease or purchase. Any sort of option is acceptable. What if we have more than one site? Applicants are invited to file more than one application. A separate application is required for each site.

The city will address this situation if it occurs, and reserves the right to issue a letter of support or letter of non-opposition to the next applicant on the list, OR, to continue working with the selected applicant to find a more suitable site within the district.
