Contracting officers may bind the Government only to the extent of the authority delegated to them. Contracting officers shall receive from the appointing authority clear instructions in writing regarding the limits of their authority. Information on the limits of the contracting officers’ authority shall be readily available to the public and agency personnel. (b) No contract shall be entered into unless the contracting officer ensures that all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met.

28 28 | CACI Information Solutions and Services | December 2014 | CACI Proprietary Information Requirements Phase - The Purchase Request As stated earlier, the actual Purchase Request (PR) can be created in an outside system or, written directly in PD 2. Each PR will have a unique PR number.

On the Main Form tab, this will include such items as the Requesting and Issuing Office and the Ship To address.

These types of items continue throughout the other tabs.

They include but are not limited to the Description, the Extended Description and so on.

This changes it into a usable Microsoft Word formatted document. This is done by clicking the “Generate” icon on the tool bar.

34 34 | CACI Information Solutions and Services | December 2014 | CACI Proprietary Information Requirements Phase - The Purchase Request Further, the PR must be approved by someone with the authority to do so. That person would click the “approval” icon on the tool bar.

35 35 | CACI Information Solutions and Services | December 2014 | CACI Proprietary Information Requirements Phase - The Purchase Request The Approval Sheet would then display. The approving authority would approve the item for processing and then click the “OK” button.

A large “C” would also display on the upper right corner showing that this is the “conformed copy” of this document.
