Federal Program Monitoring and Support Division Mission: To ensure that federal and state education funds contribute to the goal of all students meeting or exceeding rigorous state standards.

Elementary and Secondary Education Act (ESEA)

ESEA Update NC’s ESEA Flexibility Request Approved March 31, 2015 Extends waivers through end of 2018-19 school year or reauthorization NC’s State Educator Equity Plan Due June 1, 2015 Must describe the steps the SEA will take to ensure that “poor and minority children are not taught at higher rates than other children by inexperienced, unqualified, or out-of-field teachers.”

Likely Contents of a final ESEA Bill What’s Out AYP Requirement to adopt specific college-and career-ready standards Instead: leaves standards and assessments up to States Race to the Top (and i3) Instead: focus on formula funding (and budget-cutting) Teacher evaluations Instead: focus on State licensure/training/PD Highly Qualified Teacher requirements

Likely Contents of a final ESEA Bill What’s In Title I structure, formula (except very small tweak to concentration factor) Supplement, not supplant (but fewer teeth) Charter school grants And focus on States with laws more open to charters Limitations on Secretarial waiver, decision-making authority Funding flexibility between Titles II and IV Consolidation of some programs/titles

To reauthorize or not to reauthorize? What’s the prediction? Still difficult to tell Results will depend largely on: Finding a bill that can pass the Senate Finding a way to pass bill in House If it doesn’t get through Congress before August recess, ESEA reauthorization is unlikely this Congress
