5

6 Our Government is the Largest Contributor

Executive Order 13514 Federal Leadership in Environmental, Energy, and Economic Performance October 5, 2009 7

EO 13514 Defines Sustainability:  “sustainability’’ and ‘‘sustainable’’ mean to create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations” 8

The government has been charged with setting the standard for sustainable acquisition As the largest consumer of energy in the U.S. economy, the Federal Government can and should lead by example when it comes to creating innovative ways to reduce greenhouse gas emissions, increase energy efficiency, conserve water, reduce waste, and use environmentally-responsible products and technologies. - President Obama 9

Executive Order 13653: Preparing the United States for the Impacts of Climate Change Increase in excessively high temperatures Heavy downpours Increased wildfires Severe droughts Permafrost thawing Ocean acidification Sea-level rising 10

What does this mean for my small business? 11

Ecolabels Initiatives and Impact  (Future) Ecolabels  EPA has the lead.  Federal register for public comment on guiding principles for using ecolabels  60 - 90 day comment period (ends April 2014)  Impact  Identifies guidance for non-government owned ecolabels for purchase.  Neutral third party verifies claims of sustainable attributes are true. 18

Certifying Your Products and Services  Small businesses can go to www.EPA.gov for Energy Star, WaterSense, and Design for the Environment labeling requirements.  www.USDA.gov offers a “USDA certified Biobased” label for BioPreferred and other biobased product certifications. 19

Certifying Your Products and Services  Many third party organizations offer standards, labels, and requirements for independent verification of claims. 20

Certifying Your Products and Services  GSA Advantage  Uses icons for many environmental attributes  Icons for third party labels were removed  Icons will be revisited when the guiding principles are publicly available.  Federal Acquisition Service  Will be convening an internal GSA implementation workgroup to determine use of third party labels.  11 GSA Schedules with green-only requirements 21
