7 D/IMT-T ESA’s TRD Programmes Coordination Process

8 IMT-T/NEJ/nd D/IMT-T TRD Programmatics Definition process combining –top-down identification of European needs (Dossier 0) –Bottom-up technology proposals in main technical domains from ESA, National Agencies, Industry & EU via “Technology Gate Keepers” Technology Master Plan established prior to detailed workplans in individual programmes

9 IMT-T/NEJ/nd D/IMT-T ESA’s TRD Programmes Definition Process

1010 IMT-T/NEJ/nd D/IMT-T Major Axes 13 major axes defined for ESA’s 1997-99 TRP/GSTP programmes Mainly support to industry’s worldwide competitiveness Very good correlation with Eurospace’s Top 10 Technologies (Brussels, March 1998) Good Progress in initial implementation

1 IMT-T/NEJ/nd D/IMT-T Major Technology Axes TRP ‘97-’99

1212 IMT-T/NEJ/nd D/IMT-T Future Technology Strategy Part of the integrated European Space Strategy, proposed by ESA’s DG Reinforced by DG’s Study Group 4 Centring on three sets of measures –overview of all relevant space technology actions in Europe: ESA, National Agencies, Industry, EU –provide a platform for harmonisation of technology planning through a EUROPEAN TECHNOLOGY MASTER PLAN –propose for major technology fields federated technology projects, implemented in partnerships Full political support required for implementation

D/IMT-T Small & Medium Size Enterprises

1414 IMT-T/NEJ/nd D/IMT-T Small & Medium Size Enterprises Specific measures for SMEs requested in March ‘97 Ministerial Council Advantages of SMEs: –flexibility, speed & innovative power –early development & application of new technologies –strong & stable SMEs essential for global competitiveness

1515 IMT-T/NEJ/nd D/IMT-T Small & Medium Size Enterprises (contd.) The SME initiative (approved by March ‘98 IPC) covers –High Technology SMEs already in the space market –High Technology SMEs not yet in the space market SME definition : EC criteria in the trial period

1616 IMT-T/NEJ/nd D/IMT-T The SME Initiative Encourage SME participation in TRD by –supporting unsolicited innovative proposals –AO restricted to SMEs –dedicated actions in Technology Transfer Tailor rules of co-funding in certain cases Access to ESA Technical facilities & expertise at reduced cost

1717 IMT-T/NEJ/nd D/IMT-T The SME Initiative (contd.) In certain procurements, encourage subcontracting to SMEs Improved information for SMEs via forums/workshops with potential customers Dedicated Internet home page for SMEs Streamlining of small contracts procedures

1818 IMT-T/NEJ/nd D/IMT-T The SME Initiative (contd.) Create single point of contact in ESA for SMEs Budget : 5 Mecu during 1998-99 Several measures also of high interest to “non-primes”
