5 5 Requirements for Membership A pupil may be counted in state school aid membership if a district insures that all of the following occur: The pupil is:  Less than 20 years on September 1 of the current school year  Special Education and less than 26 by September 1 AND have not received a diploma  a certificate of completion is not a diploma  may have a GED and count for membership in spec. ed.

6 6 Requirements for Membership The pupil is a resident of the district. If the pupil is not a resident, there are exceptions and special provisions that must be met and verified. (See green document)

7 7 Requirements for Membership  Pupil must have enrolled in the district prior to or on the count date. The pupil must be present on the count date.  If absent on the count day, the district must verify the pupil return to school for all class periods for instruction.  If the absence was excused –  Must attend within 30 calendar days  If the absence was unexcused –  Must have been enrolled and in attendance prior to count day and must attend within 10 school days.

8 8 SUSPENDED OR EXPELLED PUPIL ON COUNT DAY A pupil who was enrolled and in attendance in a district before the pupil membership count day or supplemental count day but was expelled or suspended on the pupil membership count day or supplemental count day shall only be counted in membership if the pupil resumed attendance within 45 days after the pupil membership or supplemental count date. SAA 6(8) (PAM Section 3)

9 9 Transfer of School Records  Request records within 14 days  Revised School Code (380.1135) A school will send a copy of the “school record” to the new enrolling school within 30 days.  The No Child Left Behind Act requires that disciplinary records, with respect to suspension and expulsion, are transferred to the new enrolling school.

12 12 Days and Hours of Pupil Instruction Forgiven Days / Hours  The first 6 days or equivalent number of hours that scheduled pupil instruction had to be cancelled beyond the control of the district, may be counted as hours of instruction  Weather  Fires  Epidemics  Utility power unavailability  Water or sewer failure  3 additional days may be waived with permission of the State Superintendent.

13 13 Days and Hours of Pupil Instruction  60% attendance required instead of 75% for days added to end of school year  75% penalty is applied to entire district

14 14 Attendance Records  Electronic Attendance – state guidelines  Must be signed by the teacher on a weekly basis at a minimum  Must be printed and signed weekly for the full week prior to count day (M-F), count week and 30 calendar days after the count date  District must have an electronic attendance procedure.

15 15 Attendance Records  Attendance Records must be taken class-by-class  Attendance must be taken every day District –wide standard with minimum of letters or symbols.  Teachers including substitutes are the only individuals that may take attendance. Office staff may make changes or may record attendance for a substitute.  Sub teachers should be informed.

16 16 Attendance Records (cont.)  Drop and transfer dates should be clearly indicated  Positive attendance if class does not meet everyday  Official document must be printed and signed by the teacher.

19 10% Previous Feb - Closed PSA  If a PSA not in first or second year of operation closes at end of school year  And pupil from PSA enrolls and is counted in membership in next Oct count  Then previous Feb count day membership follows pupil to Oct count day district MCL 388.1606(4)(ff)  Similar language was in the SAA last time law was 90% current Oct, 10% previous Feb former MCL 388.1606(4)(z)  CEPI ran program of closed charter schools and tracked pupils who were counted in previous Feb count from closed charter and counted in district/psa in Oct; MDE generated report that adjusted state aid payments for “transfers” from closed PSAs. Expect a similar process will again be implemented by MDE/CEPI?

20 Membership – 20-22 Homeless  Pupil enrolled in PSA or Alt Ed HS primarily focused on educating homeless  Pupil dropped out of school for more than 1 year and reentered  Pupil is less than 22 as of Sept 1  NEW: Pupil is considered homeless under McKinney-Vento, 42 USC 11302  Can be counted in membership MCL 388.1606(4)(l)(ii)

21 Membership Split - PSA/EAA and LEA  PSA/EAA provides ½ (549) or more of class hours required under §101 (1,098 hours), then get FTE = class hours/1098 and LEA gets remainder (there could be nothing to get)  LEA provides ½ (549) or more of class hours required under §101 (1,098 hours), then get FTE = class hours/1098 and PSA/LEA gets remainder (there could be nothing to get)  How it was – prorated FTE based on hours provided by all, ie split FTE between the two conflicting districts but now if conflict is PSA/EAA vs LEA, and one has FTE.5 or greater, then get what ever FTE that is, the other gets remainder  What if both ≥.5? What if PSA vs. PSA or LEA vs. LEA?  What happened to part-time pupil? MCL 388.1606(4)(n)(i)

22 6(4)(dd): 23a Dropout Recovery Program  Counted as 1/12 FTE for each month pupil enrolled and in full attendance in 23a program  If also counted on an Oct or previous Feb count day, and pupil is now more than 1.0 FTE, only paid up to 1.0 in foundation allowance funds but funds set aside in 25g to pay FTE in excess of 1.0  Report 23a FTE not later than the 10 th day of the next month. MCL 388.1606(4)(dd)

23 21f Expanded Online Learning Options  Added to “membership” definition: Pupil participating in online course under 21f is counted in membership in district enrolling the pupil (district enrolling pupil in 21f course or district already has pupil enrolled in membership who wants to take a 21f course?) MCL 388.1606(4)(ee)  MDE memo August 6, 2015 “ Department will assume the authority granted to the resident district under Section 21f is granted to the “enrolling district” in cases where the enrolling district is not the district of residence.”  Deleted from 6(6) “pupil” definition: online pupil enrolled in nonresident district under 21f (this was a good thing, caused confusion) deleted MCL 388.1606(6)(p) Question remains what is 21f?

24 PSA and Cyber School District Codes  MDE must assign a district code to each PSA  District code must be 5 digits  First two digits is county were PSA is located; NEW School of Excellence Cyber School, first two digits is county where authorizing body located MCL 388.1608b(3)  Third digit is 9 and 4 th and 5 th digit are 0-99, if more than 100 PSAs, then third digit is 7, so room for another 100 PSAs MCL 388.1608b

31 21f Definitions  Mentor – professional employee of primary district monitors pupils progress, access to technology, available for assistance, ensures access to teacher of record (could be teacher of record)  Online Course – interactive internet-connected learning environment; pupil separated from teacher by time, location or both; if district or ISD provide course, teacher holds Michigan teaching certificate that qualifies teacher to teach course and is providing instruction  Online Syllabus – document content outline, assessments, prerequisites, actual instructor/pupil contact time, academic support available, learning outcomes and objectives, name of institution providing the online content and online teacher, SCED code, number of nonresidents eligible, results of MVU quality review  Teacher of Record – holds valid Michigan teaching certificate, endorsed in subject area and grade, responsible for providing instruction MCL 388.1621f(15)

32 21 Definitions - Confusion  Tried to distinguish between “primary” district and “providing” district but more confusion  Primary district means pupil’s district of residence (it can’t mean that because SOC, PSAs, and other 6(6) nonresidents right to enroll; has to mean where pupil is currently enrolled and counted in membership without looking at 21f enrollment)  Providing district means district, ISD, community college that primary district pays to provide online course (but couldn’t providing district be enrolling district?) MCL 388.1621f(15 ) MDE tried to clarify in 8/6/15 memo resident district = enrolling district where enrolling district ≠ resident district

33 21f Expanded Online Learning  By November 1, 21f online providers have to submit to MDE online learning cost report for fiscal year ending 6/30/15  MDE must submit summary report on 21f to legislature by 3/31/16 MCL 388.1618(12), (13), (14)

34 23a Dropout Recovery Programs Qualify for special membership counting provisions in 6(4)(dd) and days and hours waiver under 101(12) if (no change to this language):  Enroll only eligible pupils – suspended, expelled, court referred, pregnant or parent, dropout (looks like alt. ed. definition under 6(6))  Provides an advocate; 1 to 50 pupils; an adult employed by district or EMO partnering with district (EMO has to have more than 1 district partner); passes criminal background check  Develops written learning plan and monitors pupils progress against WLP – start and end dates, courses and credits, teacher of record, advocate  Requires pupil to make satisfactory monthly progress – 12 months would complete full year of school, first 2 months it can be less progress  Reports progress monthly to district  On or off campus, online IF provide computer and internet access to each pupil  Operates entire calendar year – MCL 388.1623a

37 25e Transfers between Count Days  No change: enrolled and counted in one district/psa on Oct count day, transfers to another district/psa before Feb count day, prorated FTE follows the student if submit claim in 25e application, provide proofs to ISD auditor and ISD auditor approves.  FTE associated with 21f classes is exempt from transfer (presumably pupil still taking that course) MCL 388.1625e

61 61 SECTION 4 PUPIL RESIDENCY  It is the enrolling district’s responsibility to verify the residency of the pupil.  District decides proof  A pupil is a resident of the district in which the parents or legal guardian resides, regardless of who has custody.  Exceptions (green sheet)  PSAs do not worry about residency but must submit resident district in the MSDS  NEW**If a pupil currently attending a district becomes homeless, the residency coded reported in MSDS does not change.
