3. I NTRODUCTION Idea of a cooperative and collaborative approach by the four Lake Tanganyika riparian governments (BURUNDI, D. R. CONGO, TANZANIA and ZAMBIA) to the sustainable management of the shared Natural Resources of Lake Tanganyika and its Basin started in the early 1990s. The process (supported by a number of partners principally UNDP, GEF, FAO, IUCN and AfDB) involved a number of SPECIAL STUDIES aimed at understanding the Natural Resource base with particular focus on investigating the Lake Tanganyika’s biological production and fisheries potential. The special studies led to the preparation of the Framework Fisheries Management Plan (FFMP), Trans-boundary Diagnostic Analysis (TDA), preparation of the Strategic Action Programme (SAP) and drafting of The Convention on the Sustainable Management of Lake Tanganyika. In the process the Lake Tanganyika Regional Integrated MANAGEMENT and DEVELOPMENT Programme (LTRIMDP) was formulated as a mechanism for implementing the Convention, SAP and FFMP. At the end of the meeting, ministers signed the D AR E S S ALAAM D ECLARATION on 5 th April, 2007 to reaffirm the four Lake Tanganyika riparian governments (Burundi, D. R. Congo, Tanzania and Zambia) commitments to support operations of the Lake Tanganyika Authority OTHER CoM meetings 2 nd meeting: April 2008 – Bujumbura 3 rd meeting: August 2009 – Uvira 4 th meeting: November 2010 - Lusaka

C ONCLUSION AND W AY F ORWARD The Lake Tanganyika Regional Integrated Management and Development Programme was developed after extensive consultations between Lake Tanganyika riparian governments and supporting partners. To effectively address the threats to the biodiversity and sustainable use of Natural Resources brought about mainly due to: OVER-EXPLOITATION OF RESOURCES, EXTREME POVERTY and LACK OF SOCIO-ECONOMIC DEVELOPMENT, the following suggestions are presented for the way forward. – Riparian governments should provide additional human resources and should meet their national contributions to the LTA in a timely manner and – as provided in Article 28 (paragraph 5) of The Convention on Sustainable Management of Lake Tanganyika – adopt a protocol to establish a sustainable financing mechanism ( + implementation of Fundraising Strategy ); – Undertake COST - BENEFIT ANALYSIS STUDY to determine the ecosystem services / benefits to riparian populations from the natural resources and make quantitative assessments of current and potential investments; – Strengthen collaboration with current supporting partners and establish more strategic partnerships with national, regional and international agencies for implementation of the LTRIMDP; LAKE TANGANYIKA AUTHORITY REGIONAL INTEGRATED MANAGEMENT AND DEVELOPMENT PROGRAMME

27. C ONCLUSION AND W AY F ORWARD – Enhance public awareness through dissemination of information using print and electronic media, seminars, environmental education and conferences; – Facilitate / oversee implementation and updating of the Convention, SAP, FFMP, Manuals developed by the LTA Secretariat ( Administration and Finance, Local Development Fund and Monitoring and Evaluation); – Establishment of the Lake Tanganyika Regional Integrated Environmental Monitoring Programme (LTRIEMP) and provide capacity building for implementation; – Develop monitoring, control and surveillance (MCS) and fisheries co- management systems; – To avoid further degeneration of ecosystem health and loss of biodiversity, ALL development activities and exploitation of natural resources must be done in conformity with the provisions of the Lake Tanganyika Convention.
