PROJECT GOAL: To enhance the health status of sexual and gender minorities, IDU’s, women living with HIV, sex workers and youths through increased access to SRHR information and services OBJECTIVES To build and strengthen the capacity of TALC, ARASA partners To create a supportive social and policy environment for SRHR. To advocate for the increased uninterrupted access to HIV/AIDS medicines for PLWHA’s in Zambia by April 2014. To advocate for the reduction of stigma and discrimination

Expected outcomes The capacity of TALC, ARASA Partners and community members in advocacy and human rights are built and Strengthened Improved access to SRH and HIV services Improved social and policy environment Increased uninterrupted access to HIV and AIDS medicines by PLWHA’s in Zambia Reduced stigma and discrimination for key populations

Activities implemented to achieve objectives Objective 1: Capacity building and shared learning 2 trainings on human rights and advocacy 1 with 24 community members 1 for selected 17 from 24- Current CHAs 3 provincial CHAs led trainings Refresher training Participation and presentation at national, regional and international fora

AMSHeR workshop on MSM access to HIV services in Zambia- co-facilitated Key Populations conference in Tanzania- presented Integrated Service Delivery Model in Tanzania- presented ICASA Vancouver conference on treatment as prevention- presented Abstract accepted at Melbourne conference

-Challenged NAC on the removal of MSM and IDUs in the definition of key populations -Concept notes do take into account MSM and IDU’s but lacks substantial interventions.

HIGHLIGHTS FROM ARASA PARTNERS PRISCCA Over 2 years, 4000 prisoners released- decongested prisons 2013 establishment of national prosecution authority Decentralisation of central criminal justice systems- from central to provincial and district levels Every province now has a judge and prosecution authority

Continued PRISCCA highlights… Establishment of Prisons health directorate # of prisons based clinics have risen from 15 to 21 Prison health staff increase from 16 to 25 in the 87 prisons… with 2 medical doctors. CITAM+ Prison work in Kabwe

HIGHLIGHTS FROM ARASA PARTNERS ENGENDER RIGHTS CENTRE FOR JUSTICE Awareness raising on HIV/TB, human rights through FGDs with Sex workers Condom distribution exercises TRANSBANTU Work on SOGI-encouraging communities to report violations and other human rights abuses and challenging Zambian laws

HIGHLIGHTS FROM ARASA PARTNERS Documentation of human rights violations on sexual minorities and this is used to challenge social settings such as stigma and discrimination. Sensitisation of policy makers and lawyers on human rights discussions and documentation Transgender and intersex community shelter- offering accommodation to people ostracised by their families because of their gender identity or expression

Psychosocial group therapy for community wellness and support 2 private clinics offering Trans and intersex friendly health care, VCT, ART and hormone therapy but government run clinics remain inaccessible

Documentation of human rights violations Transgender and Intersex persons through a book and DVD project titled WE EXIST. This I.E.C material is meant to provide voice and visibility for a community that is not included in national health strategies and that is often misunderstood. 2014, legal working group. 6 legal practitioners to do a legislation review on laws that affect people with gender identity

dysphoria and how one can challenge gender marking. Establishment of a transwomen living with HIV support group with the aim of providing socio-economic empowerment strategies

HIGHLIGHTS FROM ARASA PARTNERS Copper-belt Health Education Project (CHERP) Engagement with community members on issues affecting key populations have been conducted Planning meetings held on working with traditional and religious leaders in HIV/TB and Human Rights FGDs conducted in collaboration with Judith- Chikonde Foundation on the role of men in reproductive health and sexuality Engagement with faith-based orgs on HIV/STIs for youths

HIGHLIGHTS FROM ARASA PARTNERS TALC Policy dialogues at provincial/district level through AIDS Task Force Monitoring of essential medicine stock outs Health talks at health facilities Assessments of HIV/TB programming for the elderly and Persons with Disabilities Pilot project on WHO 3 I’s on TB Review of National HIV AIDS policy in Kapiri

Objective 3: Advocacy to reduce stigma and discrimination HCWs sensitisation on incorporating human rights based responses in health delivery FGD with women living with HIV on how to speak out about HIV in their communities- HIV champions Working with Journalists in collaboration with AVAC to promote positive reporting and challenge social settings such as stigma and discrimination TWG- Friends of RAINKA, Trans Bantu Zambia, ARASA/TALC and Dette Resources Foundation- on human rights related court cases

Objective 4: Sustainability of country program Continued funding proposal writing Meetings with donors Coalition building to raise awareness of the programme

Challenges Legal environment on some key population groups in Zambia hostile at the moment On the ground people not willing to talk about Human rights- fear of being seen as promoting same sex relationships No strong CSO’s voice on key populations Program did not benefit from a functional Advisory Committee to provide strategic direction for the country program No orientation- would be good to set up orientation guidelines

Little knowledge on rights especially with HCWs- entry point challenging

WAY FORWARD With AC in place, stronger collaborative and partnership working with Partners With removal of MSM and IDU definition on key populations, advocacy at national level More sites visits to monitor CHAs performance
