4 Overview: Who are the TACT 5  Institutions of higher education, designated by your State agency to receive TAACCCT funds.  Individual (non-consortium) grantee, though you may be taking the option of pairing up with an existing TACT project in your state 4

6 PREPARING THE STATEMENT OF WORK (SOW)

7 SGA Requirements SOW must align with requirements identified in the TAACCCT Round 4 SGA, including but not limited to:  Core Elements for TAACCCT projects  Eligible Participants  Allowable Activities  Third Party Evaluation  Program Requirements  Other grant specifications  Funding restrictions, such as 10% administrative cost limitation Prohibition on use of funds for sub-grants  Other requirements as specified in the SGA  Other Special Clauses and Conditions identified in your Grant Agreement

8 SGA Requirements (cont.) SOW should respond to the specific SOW criteria identified in the document called “Preparing the Statement of Work,” not the evaluation criteria identified in the SGA (unless otherwise noted), and includes: Statement of Need Methodology and Work Plan Outcomes Project Management Program Evaluation

9 Objectives Grantees will select one of three options for their projects: 1. Develop or Enhance Programs of Study that Incorporate Work-Based Training Opportunities 2. Develop or Enhance Program of Study for Online or Hybrid of Online and Classroom Delivery 3. Develop Career Pathways for Adults

10 Option 1: Work-Based Training Opportunities Develop or Enhance a Program of Study that Incorporates Work-Based Training Opportunities  Requires grantees to develop or enhance programs of study that incorporate work-based training opportunities, such as registered apprenticeships, on-the-job training, internships, or other work-based training opportunities provided through partnerships with employers.  Program must be delivered in an accelerated format, and should include innovative and sophisticated multimedia learning strategies.

11 Option 2: Online/Hybrid Online and Classroom Develop or Enhance Program of Study for Online or Hybrid of Online and Classroom Delivery  Requires the grantee to develop or enhance a program of study for online or hybrid delivery that includes stackable education and/or training credentials.  Program must be delivered in an accelerated format, and should include innovative and sophisticated multimedia learning strategies.

12 Option 3: Develop Career Pathways for Adults  This option requires the grantee to develop a new, or modify an existing, associate’s degree program for accelerated delivery to be completed in less than 2 years;  Partner with a four-year institution that will develop an accelerated bachelor’s degree program that will complement the associate’s degree (2+2 program).

13 The Statement of Work: The Overview  Grantees are expected to provide ETA with a written Statement of Work (SOW)  This written SOW is expected within 60 days of receipt of the executed grant award package.  The SOW must address the critical components described in the “Preparing the SOW” Document sent by ETA  The response will be incorporated into the Grant Agreement as the Statement of Work.

15 Section D.1: Statement of Need  Serving the Education and Training Needs of TAA-Eligible Workers Identify one or more TAA Certification determinations in at least one community to be served by the project, made on or after October 1, 2010. Describe partnerships with State agencies that administer the TAA for Workers program and other entities in the public workforce system that deliver TAA benefits to TAA-eligible workers Describe the education and training needs of the TAA-eligible workers in each community to be served by the project

16 Section D.1: Statement of Need  Evidence of Job Opportunities in the Targeted Industries and Occupations Provide evidence of current and future job opportunities for TAA- eligible workers and other adults in the targeted industries and occupations. All three factors described in Section IV.B.3.a.(1)(b) on pages 44-45 of the SGA must be addressed.  Gap Analyses: Identify gaps in education and training for targeted industries and occupations, and demonstrate the need to develop or expand capacity of the institution(s) to offer training and educational opportunities All three factors described in Section IV.B.3.a.(1)(c) on pages 45-46 of the SGA must be addressed.

18 Section D.2: Methodology and Work Plan All projects will incorporate the six Core Elements: 1. Evidence-based Design: Provide a description of the proposed education and training strategies and fully explain how evidence influenced the design of the program. Describe how evidence will be incorporated into plans for program development and delivery. Indicate if the project will replicate existing evidence-based design, development, and delivery strategies or implement innovative or new strategies 2. Career Pathways: Describe how education and career-focused training programs will enable students to accelerate completion of remedial coursework; identify specific programs that will be competency-based and the observational methods used for measuring the proficiency of program participants, and explain how employers and/or industry associations (including national industry associations, if appropriate) will be involved to identify valuable credentials

19 Section D.2: Methodology and Work Plan 3. Advanced Online and Technology-Enabled Learning: Describe how technology is incorporated into the design of the program, and describe how technology will be used in the delivery of education and training. 4. Strategic Alignment with the Workforce System and Other Stakeholders: Demonstrate alignment with state plans, as well as their involvement with employers and industry organizations, the public workforce system, and philanthropic organizations, business-related and other non-profit organizations, community-based organizations, and labor organizations.  Grantees must include one or more employers for each targeted industry in each site location served by the program, consistent with employers and employer roles identified in the required documentation of employer commitment.  Grantees must describe plans to partner with at least one Local WIB to support this project. Grantees will also partner with a State agency that administers the TAA for Workers program.

20 Section D.2: Methodology and Work Plan 5. Alignment with Previously-Funded TAACCCT Projects  Provide a plan to reach out to grantees from Round 1, 2, or 3 to better coordinate efforts, help decrease duplication, share information, and expand the geographical reach of their program. 6. Sector Strategies and Employer Engagement  Grantees must identify one or more specific industry sectors on which they will focus. They must involve at least two employers and a regional industry representative for each targeted sector in each region served by the program.  Describe the specific role of employers and regional industry representatives (and national industry representatives, if applicable) involved in the project.  Provide evidence of employer or industry commitment through documentation of commitment(s) submitted as an attachment to the proposal

21 Section D.2: Methodology and Work Plan Project Work Plan Grantees must present a comprehensive, cohesive well- designed approach to implement the project work plan that follows the format described in Appendix K. The work plan must have start and end dates and it also must begin with the date of Period of Performance (10/1/2014)

24 Section D.3 Outcomes Provide outcome projections, including an effective plan to track and report expected outcomes are appropriate for the strategic approach proposed. Grantees must respond to all factors identified in in Section IV.B.3.a.(3), pages 54-55 of the SGA. Outcomes of the SGA, which includes: Analysis of Outcome Projections; System or process for tracking and reporting outcome measures; and Using data for continuous improvement  In responding to this requirement of the SOW, Grantees should complete the Performance Targets Worksheet (Excel File) which mirrors the Outcome Measures Table found in Appendix L of the SGA  Specific outcomes and outcome definitions for all participants that will be reported are found in Appendix L of the SGA.

25 SOW D.4. Project Management  Provide an organizational chart that demonstrates capacity to effectively manage programmatic, fiscal, and administrative grant activities  Clearly and fully explain how the project will use systems and processes to enable timely and accurate financial and performance reporting and allow for expedient procurement procedures, including: Identifying all salient leadership, program, administrative and advisory positions Describing and explaining the qualifications of the project manager Providing a timeframe for hiring the project manager and appointing an interim project manager, if one has not already been hired. In addressing “D.4,” refer to Section IV.B. 3.a.(4) Organizational Profile (page 57-58) of the SGA for additional information.

27 Section D.5. Program Evaluation Grantees must submit an evaluation budget and program evaluation plan for independent third-party evaluation of the project. No later than December 30, 2014, grantees must: Select and procure a third-party evaluator; provide ETA with the name and qualifications in the SOW; Identify :  proposed methodology for participant outcomes or impact evaluation; and  how the methodology is the most rigorous for participant outcomes or impacts, given the number of participants intended to be served; and Acknowledge that the program evaluation plan and budget narrative will be completed and submitted to ETA as soon as a date has been selected (early 2015).

Concurrently, develop a redacted version for submission to ETA (upon approval of the SOW).taaccct@dol.gov 2.Also, send in an Abstract and Performance Site form to taaccct@dol.govtaaccct@dol.gov 3.If you haven’t already, please send us your contact information 4.Complete and submit your Program Evaluation Plan and Budget by December 30, 2014 5.After ETA approves your SOW: Submit your final redacted version of the SOW to taaccct@dol.gov immediately.taaccct@dol.gov Submit a detailed equipment purchase list with descriptions of each item to your Federal Project Officer (FPO) for review, within 30 days of approval. Failure to do so will necessitate approval of equipment purchases on an individual item basis. After your SOW has been approved, start hiring! 6.On February 14 th, the first QNPR and 9130 is due.
