2 Should businesses, labor unions and individuals have the right to contribute as much money as they want to political candidates running for federal offices?

3  Laws limit the amount individuals and groups may contribute to federal, state, and local candidates.  Why do you think that is? (write it down in blank)

4 In Virginia’s state and local campaigns, campaign contributions received by a candidate are unlimited but must be reported.

6  States usually place limits on contributions to candidates from various sources, and also contributions to political action committees (PACs), and political parties.  Only FOUR states have no limits on contributions: Missouri, Oregon, Utah, and Virginia http://www.ncsl.org/research/elections-and-campaigns/campaign-contribution-limits-overview.aspx

7  Congress has passed laws to regulate the use of money in presidential and congressional campaigns  FECA provides for a system of financing based on three principles: 1) Public funding of presidential elections 2) Limitations on the amounts presidential and congressional candidates may receive from contributors 3) Public disclosure of the amounts candidates spend to get elected

8 Private and Public Sources 1) Small contributors 2) Wealthy individuals & families 3) Candidates 4) Various nonparty groups, including PACs (political extension of special interest groups which have a major stake in public policy) 5) Temporary organizations

9  Rising campaign costs require candidates to conduct extensive fundraising activities… And fundraising is increasingly done online.

13  Mass media does not act as an extension of the government  They are privately owned & operated

14 Media coverage, campaign advertising, public opinion polls, and Internet-based communications influence public opinions during a political campaign.

15 Mass media is the form of communication that is able to reach large audiences (Ex. TV-most homes have a TV) Campaign advertisements are also used to persuade and/or mobilize the electorate

16  Media is said to be the “mirrors” and “molders” of public opinion  But often only reflects the views of a vocal minority Do you think this is true?

17 Public Opinion Polls : a device that attempts to collect information by asking people questions  Scientific polling is used to measure public attitudes, target ads, and refine campaign strategies

22 Interest Groups: Private organizations whose members share certain views and work to shape public policy (also known as pressure groups or special-interest groups).  Exert views through lobbyists, letters, telephone calls, emails.

23 The people themselves are a source of public opinion by conveying their thoughts in emails, letters, phone calls, or public meetings.
