Why is it needed - 1? NHS Carbon Footprint NHS accounts for 5% of all road traffic in England Saving Carbon, Improving Health published in January 2009 requires us to meet targets of carbon reduction (30% by 2020) All new cars procured to average emissions of 130g/CO2km Current review showed that 99% of all travel occurs using staff’s own cars (greyfleet) In 2008/9 four million miles were claimed costing £2m generating an average of 175g/km (149g/km per lease car)

Why is it needed - 2? Corporate Manslaughter and Corporate Homicide Act 2008 Linked to the Health and Safety at Work Act which means your car is your place of work while driving on Trust business. The Trust can be held liable for causing death by gross negligence

Travel Hierarchy 1.Do you need to travel? 1.Can you resolve the issue over the phone? 2.Can a web conference be held? 3.Can you move the meeting to a time when you, or a colleague, are already travelling to that location? 2.Can you use public transport? 1.Is it possible, is it an effective use of time or cost? 3.Do you have a Lease Car? 4.Is there a Pool Vehicle 5.Should you use a hire car? 1.For journeys over 80 miles 6.Will my manager authorise use of a private vehicle?

Pool Cars / Lease Cars Individuals who travel over 3,500 business miles are eligible to apply for a lease car. Teams who complete 530 miles per month could make savings by sharing a Pool Car The Trust’s scheme is managed by Derwent Fleet Services, full details and quotes are available online via: http://www.hampshirepartnership.nhs.uk/hr/perks/benefits/lease-cars/

Hire Cars Hire Cars should be used for journey’s over 80 miles (return) Currently fleet admin can book hire cars, 24 hours notice required, but they can support you to set up an administrator in your area Delivery options – pick up and return / delivery and collection Vehicles must be returned full of fuel Hire cars can be taken home, personal mileage must be reimbursed to the Trust at a rate of 16p per mile

Driver Licence and Insurance Checks All staff who drive on Trust business must complete the ‘vehicle registration’ form on appointment Manager’s must see the driving licence and insurance documents and complete the necessary checks when completing the form, return to recruitment Checks should be re-done yearly, and recorded locally with updated copies, and the appraisal top sheet completed to enable central monitoring Managers must ensure these checks become part of the yearly appraisal process for all staff

Accident Reporting Any accident which occurs during work time (in your own or a Trust owned vehicle) should be reported via an incident form. If an incident occurs while out the manager should be informed immediately for serious incidents or upon return to the office where no persons are harmed and the vehicle can be driven away.
