3 3 Global Defense Industry - Based on 2010 Defense Revenue - Only 43 of the top 100 defense contractors, by revenues, are U.S. companies 25 of the top 50 defense contractors are foreign 3 of the top 10 defense contractors are foreign –#3: BAE Systems (United Kingdom) –#7: EADS (Netherlands) –#9: Finmeccanica (Italy) But 86% of the proposals we receive represent foreign contractors smaller than the top 100 Source: Defense News (July 20, 2010) 3

4 FCT - What We Do In 2010 we funded 19 continuing projects & 14 new starts Mission: Deliver Innovative, world-class products that solve warfighter problems TRL 7 - - System prototype demonstration in an operational environment TRL 8 - - Actual system completed and 'flight qualified' through test and demonstration Established in 1980 by 10 USC, Section 2350a(g), to determine ability of NATO & friendly foreign countries to satisfy U.S. requirements or operational deficiencies Invest approximately $34 million each year Find & Test “Here & Now” Solutions Projects begin within a year, end within 18 months of contract award Testing at U.S. or foreign ranges Project value: Range of $200K - $2M; average of $800K Supported by DoD Acquisition Policy Armaments Cooperation Testing of Allied & Friendly Foreign Countries’ Equipment OSD Selects & Funds Projects Clear Goal: “Test to Procure” Focus on mature technologies Whenever possible, we desire side-by- side competitive testing Services & USSOCOM Execute Our Programs Nominate mature military or commercial products Manage all testing and fielding
