Vermont AVIP- Background
1935: Started vehicle safety inspection program 1990s: Incorporated OBD testing into safety inspection program 1999: First US state to develop and implement statewide OBD based vehicle emissions inspection Pilot Project- Department of Environmental Conservation (DEC) Designed a specification for electronic data collection and management equipment specifically for the VT emissions/safety inspection Solicited participation by test equipment manufacturers and emissions testing contractors Installed equipment in a variety of VT inspection stations to evaluate the concept for Vermont Successful Pilot Project Embraced by all participating inspection stations Reassures that electronic data collection/management impactful
